The application discloses a cross-industry health insurance data sharing and privacy protection method based on homomorphic encryption, relates to the technical field of health insurance data security, and specifically comprises the following steps: through standardization of medical and insurance industry core data, quantification of key indexes such as disease clinical risk value and occupation basic risk coefficient, realization of cross-industry data format unification, further generation of three types of labels of right ownership, risk and business, risk label based on data sensitivity and business influence grading, business label binding three types of scenes of pricing, underwriting and claim settlement prediction, encryption processing of data through homomorphic encryption, addition of integrity check code to high-risk data, execution of fusion calculation after ciphertext screening based on labels, generation of comprehensive risk adjustment coefficient ciphertext and verification of data integrity, and obtaining of a comprehensive risk adjustment coefficient after collaborative decryption, which is respectively applied to premium pricing, underwriting conclusion generation and claim settlement risk prediction, and the scientificity and accuracy of health insurance pricing and underwriting decision are improved.
