The method comprises the steps that basic configuration information of an MEC network is acquired; obtaining a channel gain between the user equipment and the small base station based on the position information of the small base station and the user equipment, and performing matching based on the channel gain to obtain a user-small base station matching matrix; constructing an optimization model by taking the minimum time delay and energy consumption weighted sum of the MEC network as an optimization target and taking the unloading proportion set and the resource allocation set as optimization variables; and solving the optimization model by adopting a gravity search algorithm to obtain an unloading proportion set and a resource allocation set. An optimization problem is established by taking minimization of time delay and energy consumption as targets, and a gravity search algorithm is used for solving, so that the calculation overhead is reduced, and the convergence speed of an optimal solution and the reliability of the optimal solution are improved.
