The method comprises the following steps: running a boot read-only memory program to download a firmware downloading intermediate layer from external equipment, wherein the firmware downloading intermediate layer is obtained by reconstructing the boot read-only memory program in advance; running a firmware downloading intermediate layer to take over the function of guiding the read-only memory program so as to download a secondary program loader from the external equipment, and writing the secondary program loader into a target storage medium of the embedded system; the second-level program loader is operated to download a starting file, the starting file is written into the target storage medium to complete burning, and the starting file is a file needing to be loaded in different stages in the starting process of the embedded system. According to the method and the device, the adaptability to different types of secondary program loaders in the burning process of the embedded system is improved, and the burning reliability and stability of the embedded system are improved.
