The method comprises the following steps: pre-treating a positive plate of the waste lithium iron manganese phosphate battery to obtain an electrode material; then adding into a ternary deep eutectic solvent composed of choline chloride, oxalic acid dehydrate and ascorbic acid, and realizing rapid dissolution of all components under mild conditions; water is added to induce precipitation, so that iron and manganese ions are separated out in the form of a ferromanganese oxalate solid solution; adjusting the pH value of the filtrate to precipitate lithium phosphate, thereby realizing selective recovery of lithium, phosphorus and transition metal; preparing the oxalate ferromanganese solid solution into slurry, coating foamed nickel with the slurry, and performing electrochemical activation in-situ reconstruction to obtain an iron-manganese-based oxyhydroxide, thereby obtaining the high-performance oxygen evolution reaction catalyst. The ternary deep eutectic solvent can be recycled by supplementing oxalate. The process disclosed by the invention is green and environment-friendly, high in added value of products and good in application prospect.
