The application relates to the technical field of plate bending, and discloses a metal plate bending forming device and method, wherein the device comprises an outer frame, an inner frame mounted on the outer frame and two groups of plate moving mechanisms, a supporting table and a hydraulic lifting mechanism mounted on the upper end of the inner frame, a pressing and covering limiting plate connected to the moving end of the hydraulic lifting mechanism, the supporting table and the pressing and covering limiting plate being symmetrically arranged, and an expansion type filling mechanism arranged on the supporting table and the pressing and covering limiting plate; two groups of adjustable bending mechanisms symmetrically mounted on the hydraulic lifting mechanism; the adjustable bending mechanism and the plate moving mechanism are matched with each other, the plate can be sequentially bent in multiple regions based on plate bending parameters, the covering area of the adjustable bending mechanism can be adaptively adjusted based on the size of the region bent each time, the bending process of a complete procedure can be carried out on the basis of one positioning, the bending error is effectively reduced, and the bending efficiency is improved.
