The application relates to the technical field of satellite constellation networking design, and discloses a constellation revisit design method and system based on cost constraints, which comprises the following steps: filtering a first data set based on fixed orbit parameters, configuration parameter constraints and an upper limit constraint of the total number of satellites to obtain a second data set; constructing an efficiency score model containing a cost penalty term based on the second data set and target monitoring scene parameters; screening a second configuration parameter set based on revisit interval dispersion and coverage area deviation rate; performing orbit simulation verification to output a third configuration parameter set; and taking the configuration parameter corresponding to the highest efficiency score in the third configuration parameter set as a target configuration parameter to generate a target networking scheme. The problems that related constellation revisit design schemes cannot achieve accurate control of subdivided operation indexes, highly adapt to on-orbit working conditions, and cyclic reuse of design results, and cannot output high-quality constellation networking configurations which are reliable in operation and meet the observation effect standard within the cost constraint range are solved.
