The diameter of the plug-in base pipe is smaller than the inner diameter of the steel pipe pile, so that the plug-in base pipe is inserted into the steel pipe pile, the difficulty of aligning and inserting the plug-in base pipe into the steel pipe pile is reduced, the clamping claws are opened by the arrangement of the switching plate and the upper and lower steel cables, the rack body is pushed to move to the center of the steel pipe pile and abuts against and is clamped on the inner wall of the steel pipe pile, and the outer air bag is expanded by the switching plate to fill the gap between the steel pipe pile and the plug-in base pipe.
