[0048] This disclosure relates to a computer program product comprising computer-readable program medium code stored thereon, which, when executed by a processor, causes the processor to implement any of the preceding methods of wireless communication.

[0049] The exemplary embodiments disclosed herein are intended to provide features that will become apparent from the following description taken in conjunction with the accompanying drawings. Exemplary systems, methods, apparatus, and computer program products are disclosed herein according to various embodiments. However, it should be understood that these embodiments are presented by way of illustration rather than limitation, and it will be apparent to those skilled in the art upon reading this disclosure that various modifications can be made to the disclosed embodiments that still fall within the scope of this disclosure.

[0050] Therefore, this disclosure is not limited to the exemplary embodiments and applications described and illustrated herein. Furthermore, the specific order and / or hierarchy of steps or operations in the methods disclosed herein are merely exemplary methods. The specific order or hierarchy of steps or operations in the disclosed methods or processes may be rearranged based on design preferences while remaining within the scope of this disclosure. Therefore, those skilled in the art will understand that the methods and techniques disclosed herein present various steps or operations in an exemplary order, and unless otherwise expressly stated, this disclosure is not limited to the specific order or hierarchy presented.

[0051] The network (NW) in this disclosure can be at least one of the following: a base station (e.g., a next-generation radio access network (NG-RAN) node, a gNodeB (gNB), an eNodeB (eNB)), a core network (CN), or a functional entity (e.g., operations, administration and management (OAM), access and mobility management function (AMF), session management function (SMF), user plane functions (UPF), cell broadcast center (CBC), etc.).

[0052] The user equipment (UE) in this disclosure can be at least one of the following: tag, smartphone, Internet of Things (IoT) device, handheld terminal, vehicle, Very Small Aperture Terminal (VSAT) device, Uncrewed Aerial Vehicle (UAV), etc.

[0053] The above and other aspects and their embodiments are described in more detail in the accompanying drawings, description and claims.

[0054] Figure 1 A schematic diagram illustrating a process according to an embodiment of the present disclosure is shown.

[0055] Figure 2 An example of a schematic diagram of a wireless communication terminal according to an embodiment of the present disclosure is shown.

[0056] Figure 3 An example of a schematic diagram of a wireless communication device according to an embodiment of the present disclosure is shown.

[0057] Figures 4 to 5A flowchart illustrating a wireless communication method according to some embodiments of the present disclosure is shown.

[0058] In some embodiments, reception conditions may be poor when the UE is placed in a pocket, backpack, vehicle, boat, etc., or in the presence of fading loss. This problem may be more common in some wireless communication deployments. For example, in remote areas with only a non-terrestrial network (NTN) deployment, or in suburban and flat areas with shadow fading and fading loss, non-line-of-sight (NLOS) due to fading loss can exceed 18 dB. Line-of-sight (LOS) probability indicates that at a 30-degree elevation angle, approximately 10% of rural users and approximately 50% of urban users will experience NLOS.

[0059] This disclosure is not limited to solving the problem of NTN deployment. This disclosure can be applied to various types of communication systems, such as terrestrial communications and air-to-ground (ATG) networks. Furthermore, this disclosure is not limited to New Radio (NR) communication systems, but can also be applied to Long Term Evolution (LTE) or future generation wireless communication systems (e.g., 6G).

[0060] In some embodiments, an enhanced notification and / or alerting procedure is proposed to address the issue of lost messages (e.g., paging) sent by the network (NW) to the UE (or a group of UEs) under low signal-to-noise ratio (SNR) conditions (e.g., NLOS). One purpose of the notification is to invite the user to move to better SNR conditions to establish a call. The enhancement procedure should minimize additional losses compared to the link margin required under LOS conditions. This feature can also be activated for public warning purposes.

[0061] In some embodiments, the current downlink messages from the NW to the UE include paging messages and short messages. In some embodiments, paging enables the network to reach UEs in the Radio Resource Control (RRC) idle and inactive states via paging messages, and to notify UEs in the RRC idle, inactive, and connected states of system information changes and / or ETWS / CMAS indications via short messages. In some embodiments, paging messages and short messages are addressed using P-RNTI on the Physical Downlink Control Channel (PDCCH), but paging messages are transmitted on the Paging Control Channel (PCCH), while short messages are transmitted directly on the PDCCH.

[0062] ETWS stands for Earthquake and Tsunami Warning System, which can be indicated via SMS and transmitted via system information from NW (e.g., at least one of base stations (e.g., NG-RAN, eNB), CN, or functional entities such as OAM, AMF, SMF, UPF, etc.) to UE (e.g., at least one of tags, smartphones, IoT devices, handheld terminals, vehicles, etc.). CMAS stands for Commercial Mobile Alert System, which can be carried and indicated via SMS and transmitted via system information from NW (e.g., at least one of base stations (e.g., NG-RAN, eNB), CN, or functional entities such as OAM, AMF, SMF, UPF, etc.) to UE (e.g., at least one of tags, smartphones, IoT devices, handheld terminals, vehicles, etc.). Support for these features may be subject to local regulations and laws. A typical use case for CMAS is Amber Alert. The application of NW and UE in this disclosure is not limited to ETWS and CMAS.

[0063] The UE can distinguish whether the received downlink scheduling is for a paging message, a short message, or both, based on the content of the downlink control information (DCI). An example is given below:

[0064] In some embodiments, when the DCI indication contains a short message, the DCI may also contain information indicating which public warning message is being transmitted, and the UE may receive the corresponding warning message based on its interest by obtaining the corresponding system information.

[0065] Some aspects of this disclosure are provided below, but this disclosure is not limited thereto. Furthermore, unless otherwise expressly stated, the different aspects described below may be combined.

[0066] Aspect 1: A notification procedure (e.g., an enhanced notification signaling procedure) can be introduced for the NW to provide downlink messages to the UE. This notification procedure (e.g., an enhanced notification procedure, an enhanced notification signaling procedure) enables the UE / NW to identify notification messages when there is a risk in receiving them. Based on this, the UE / NW can take actions (e.g., enable beam selection, trigger alarms, etc.) to improve the success rate of receiving notification messages. Through the notification procedure (e.g., an enhanced notification procedure, an enhanced notification signaling procedure), the NW can provide the UE with configurations for identifying conditions (e.g., configuration for emergency radio link monitoring, configuration for events based on cell (re)selection results, configuration for pre-notification alarm detection, etc.), beam selection configuration, etc. Details are discussed in the following sections.

[0067] In some embodiments, the UE and / or NW detects whether conditions for triggering a notification procedure (e.g., an enhanced notification procedure) are met. In some embodiments, the UE and / or NW uses an enhanced mode to receive and / or send notification messages, which includes at least one of the following steps: Step 0: The UE provides the NW with information related to its capabilities. In some embodiments, the NW may provide this information to the base station (e.g., NG-RAN, LTE base station) or the CN. (Optional) In some embodiments, the NW may provide configuration after learning the UE capabilities received in this step. In some embodiments, this step is not mandatory, and the NW may provide configuration without knowing the UE capabilities.

[0068] Step 1: The NW provides the UE with a configuration for the UE to monitor and / or receive downlink signaling (e.g., paging).

[0069] Step 2: The UE monitors and receives downlink signaling based on the received configuration.

[0070] The substitution process steps are as follows: Step 0: The UE provides the NW with information related to its capabilities. In some embodiments, the NW may provide this information to the base station (e.g., NG-RAN, LTE base station) or the CN (optional). In some embodiments, the NW may provide configuration after learning about the UE capabilities received in this step. In some embodiments, this step is not mandatory, and the NW may provide configuration without knowing the UE capabilities.

[0071] Step 1: The NW provides the UE with a configuration that is used by the UE to monitor the downlink channel and assess the conditions for triggering a notification process (e.g., an enhanced notification process (e.g., notifying higher layers to trigger an alarm)).

[0072] Step 2: Based on the received configuration, the UE monitors the downlink channel conditions and evaluates the triggering conditions.

[0073] Step 3: When the UE determines that the triggering condition is met, the UE initiates a notification procedure (e.g., an enhanced notification procedure (e.g., notifying higher layers to trigger an alarm)).

[0074] In some embodiments, the notification process (e.g., an enhanced notification process, an enhanced notification signaling process) may be at least one of enhanced paging mechanisms. In some embodiments, the enhanced paging mechanism transmits notification messages from the NW to the UE based on an existing paging mechanism or a new notification process mechanism.

[0075] The term "notification message" as used in this application describes a signaling or message sent from the NW to the UE. In other words, it refers to a call / message / signaling arriving at the UE. For example, it can be a paging message, short message, notification message, broadcast message, or other downlink message.

[0076] Notification messages can be delivered via at least one of the following methods: In physical layer signaling, such as in DCI; In Media Access Control (MAC) layer signaling, such as the MAC control element (CE); In RRC layer signaling, such as Non-Access Stratum (NAS) messages, RRC messages, notification messages, or other newly defined messages; In the paging message; In broadcast signaling (such as the Master Information Block (MIB)) or system information.

[0077] The above signaling selection can be either UE-specific signaling or group signaling.

[0078] In some embodiments, depending on the different enhancements discussed below, there may be more steps in the enhanced notification signaling process compared to the steps described above.

[0079] In this disclosure, " / " can be used in multiple places, meaning "and / or".

[0080] Step 1: NW provides configuration to UE Question 1: Configuration content In some embodiments, the configuration associated with the notification process (e.g., an enhanced notification process) may be at least one of the following: An indication used to indicate whether a notification process (e.g., an enhanced notification process) is supported in the current cell; Configuration for emergency wireless link monitoring for Event X; Configuration for pre-notification alarm detection; Configuration of events triggered based on cell selection / reselection results; Configuration for beam selection during monitoring and receiving notification processes; and / or Configuration of events triggered based on beam selection results.

[0081] In some embodiments, the configuration for radio link monitoring may be a configuration for emergency radio link monitoring for event X. In some embodiments, emergency radio link monitoring may represent one or more radio link conditions that trigger a notification procedure (e.g., an enhanced notification procedure) as described herein for the UE. In some embodiments, the UE may be configured with a configuration for radio link monitoring (RLM) or radio resource monitoring (RRM) in RRC connection mode, through which the UE may trigger a measurement report or trigger a reconstruction. The radio threshold for emergency radio link monitoring may be more stringent than the radio threshold configured for RLM or RRM, representing a more urgent radio condition for the UE to trigger a notification procedure (e.g., an enhanced notification procedure) as described herein.

[0082] For configuration details, please refer to the relevant sections below.

[0083] For indications used to indicate whether a notification procedure (e.g., an enhanced notification procedure) is supported in the current cell: In some embodiments, the indication may be a single-bit indication with a value of 0 or 1. In some embodiments, a value of 1 indicates that the notification process (e.g., enhanced notification process) is supported in the current cell, and a value of 0 indicates that the notification process (e.g., enhanced notification process) is not supported in the current cell, or vice versa. In some embodiments, the presence of the indication for indicating whether a notification procedure (e.g., an enhanced notification procedure) is supported in the current cell can be used to indicate that a notification procedure (e.g., an enhanced notification procedure) is supported in the current cell, and the absence of the indication indicates that a notification procedure (e.g., an enhanced notification procedure) is not supported in the current cell. In some embodiments, a prohibition indication is present, indicating that the notification process (e.g., an enhanced notification process) is not supported in the current cell; the absence of a prohibition indication indicates that the notification process (e.g., an enhanced notification process) is supported in the current cell. In some embodiments, there is a configuration for the notification process (e.g., an enhanced notification process), which can be regarded as an implicit indication of supporting this feature.

[0084] For the configuration of emergency wireless link monitoring for event X, detailed parameters and usage can be found in Aspect 2, Question 1, and Option 1 of the Triggering Conditions section below.

[0085] In some embodiments, the configuration for emergency wireless link monitoring of event X may include at least one of the following parameters: Indicators used to indicate whether emergency wireless link monitoring is supported / enabled: In some embodiments, the indication may be a single-bit indication with a value of 0 or 1; in some embodiments, a value of 1 indicates that an event for emergency wireless link monitoring is supported / enabled, while a value of 0 indicates that an event for emergency wireless link monitoring is not supported / enabled, and vice versa. In some embodiments, the presence of the indication for whether emergency wireless link monitoring is supported / enabled can be used to indicate that emergency wireless link monitoring is supported / enabled, while the absence of the indication indicates that emergency wireless link monitoring is not supported / enabled. In some embodiments, a prohibition indication is present to indicate an event in which emergency radio link monitoring is not supported / not enabled, while a prohibition indication is absent to indicate an event in which emergency radio link monitoring is supported / enabled. In some embodiments, the existence of a configuration for emergency wireless link monitoring of event X for a notification process (e.g., an enhanced notification process) can be considered as an implicit indication supporting this feature; and / or One or more wireless quality thresholds, which include at least one of the following: One or more thresholds for the reference signal received power (RSRP) / reference signal received quality (RSRQ) / signal-to-interference-plus-noise ratio (SINR) / cell received power level for beam type; and / or One or more thresholds for RSRP / RSRQ / SINR / received power level for different beam types. The beam type can be at least one of SSB (SS / PBCH block), CSI-RS (Channel State Information Reference Signal), SRS (Sound Reference Signal), TRS (Tracking Reference Signal), or other reference signals. In some embodiments, the thresholds used for UE evaluation considerations may be absolute values or relative values to corresponding thresholds configured for radio link monitoring or radio resource management; and / or Used to determine the duration of the triggering condition; and / or The maximum tolerance number used for evaluating triggering conditions; and / or The hysteresis parameter is used to evaluate the triggering conditions. The main purpose of the hysteresis parameter is to avoid unnecessary triggering of the event due to channel mutations (which can recover in a very short time).

[0086] In some embodiments, the hysteresis parameter can be used in conjunction with UE measurements when assessing whether a trigger condition is met. In some embodiments, the trigger condition can involve the measured value and the hysteresis. For example, the UE determines whether the assessment result meets the trigger condition based on a comparison between the UE measurement plus the hysteresis and a corresponding threshold. As another example, the UE determines whether the assessment result meets the trigger condition based on a comparison between the UE measurement minus the hysteresis and a corresponding threshold.

[0087] For the configuration of pre-notification alarm detection, detailed parameters and usage can be found in the examples given in Aspect 2, Question 1, and Option 1. In some embodiments, the configuration of pre-notification alarm detection introduces a new reference signaling mode specifically designed for the UE to assess radio conditions before receiving downlink notification messages from the NW. In some embodiments, the configuration of pre-notification alarm detection can be considered as part of the configuration for emergency radio link monitoring discussed in this document.

[0088] In some embodiments, the configuration for pre-notification alarm detection may include at least one of the following parameters: Indicators used to indicate whether pre-notification alerts are supported / enabled: In some embodiments, the indication may be a single-bit indication with a value of 0 or 1; in some embodiments, a value of 1 indicates support for / enable of pre-notification alerts, and a value of 0 indicates that pre-notification alerts are not supported for / not enabled, and vice versa. In some embodiments, the presence of the indication for whether pre-notification alerts are supported / enabled can be used to indicate that pre-notification alerts are supported / enabled, while the absence of the indication indicates that pre-notification alerts are not supported / enabled. In some embodiments, the presence of a prohibition indicator can be used to indicate that pre-notification alerts are not supported or disabled, while the absence of a prohibition indicator indicates that pre-notification alerts are supported or enabled. In some embodiments, the existence of a configuration for pre-notification alert detection for a notification process (e.g., an enhanced notification process) can be considered an implicit indication supporting this feature; and / or Reference signal types can be synchronization signals and physical broadcast channel (SS / PBCH) block / channel state information reference signals (CSI-RS) / sound reference signals (SRS) / tracking reference signals (TRS) or other defined reference signals; and / or Location information of the reference signal in the time domain: In some embodiments, the location information in the time domain may include at least one of the following: The offset relative to the start of the paging opportunity (PO); the UE can use this offset to determine the timing of monitoring the PDCCH for paging. In some embodiments, the timing determined by the UE is equal to the start of the paging opportunity plus the offset configured in the NW; this offset can be positive or negative; in some embodiments, the offset can be indicated by the number of time slots, for example, if the offset received by the UE is 4 and the PO starts at system frame number (SFN) 2, then the UE determines the PO for monitoring / receiving the pre-alarm reference signal for 4 time slots after SFN2; however, other units, such as milliseconds, subframes, or frames, can be considered, and / or Period, the period during which the UE monitors POs; in some embodiments, this period can be the number of POs; in some embodiments, when n periods are configured, the UE monitors the pre-alarm reference signal every n POs; and / or One or more thresholds for the cell's RSRP / RSRQ / SINR / received power level; and / or For different beam types, one or more thresholds are set for RSRP / RSRQ / SINR / received power level; the beam type can be SSB / CSI-RS / SRS / TRS or other reference signals; and / or Used to determine the duration of the triggering condition; and / or The maximum tolerance number used for evaluating triggering conditions; and / or The hysteresis parameter is used for this event. During configuration, the UE considers the measurement value used to trigger the condition evaluation, which can be the UE measurement value plus hysteresis or the UE measurement value minus hysteresis.

[0089] Figure 1 A flowchart of an example pre-notification alarm process is provided.

[0090] When the UE is configured with a pre-notification alarm configuration and this feature is enabled, the UE can monitor a reference signal (RS) configured for the process at a determined time, which is determined based on the reference signal's time-domain location information (e.g., the period and / or offset configured before monitoring / receiving a notification message (e.g., paging). Furthermore, the UE can evaluate the triggering conditions based on measurements of the configured RS. In some examples, detailed evaluation methods can refer to the methods discussed in Options 1 and / or 2. When the triggering conditions are determined to be met, the UE can perform at least one action discussed in Sub-question 1 of Aspect 3, such as enabling beam selection for receiving notification messages (e.g., paging) or triggering a notification. When beam selection is enabled, the UE can perform beam selection to select a suitable beam for monitoring / receiving notification messages (e.g., paging). In some embodiments, the beam selection rules can be as discussed in Option 3 of Aspect 2. When the triggering conditions are determined not to be met, no beam selection is specified for the UE; the UE performs the beam selection. After beam selection, the UE can monitor and receive notification messages (e.g., paging) in the selected beam. In some embodiments, when the triggering condition is no longer met or when the UE leaves the triggering event, the UE may avoid triggering a notification (e.g., cancel the triggered notification) and / or disable threshold / rule-based beam selection for monitoring / receiving notifications (e.g., paging). The notification message may be at least one of paging, short message, warning message from a Public Warning System (PWS) (e.g., ETWS, CMAS), or other notification messages (e.g., defined alarm messages).

[0091] For the configuration of events triggered based on cell selection / reselection results, detailed parameters and usage can be found in option 2 of section 2 (e.g., triggering conditions) below.

[0092] In some embodiments, the configuration of events triggered based on cell selection / reselection results may include at least one of the following parameters: Indicator used to indicate whether the UE considers the cell selection / reselection result as a trigger condition: In some embodiments, the indication may be a single-bit indication with a value of 0 or 1; in some embodiments, a value of 1 indicates that the UE considers the cell selection / reselection result as the triggering condition, and a value of 0 indicates that the UE does not consider the cell selection / reselection result as the triggering condition, and vice versa. In some embodiments, the presence of the indication for indicating whether the UE considers the cell selection / reselection result as a triggering condition indicates that the UE considers the cell selection / reselection result as a triggering condition, while the absence of the indication indicates that the UE does not consider the cell selection / reselection result as a triggering condition. In some embodiments, the presence of a prohibition indication indicates that the UE does not consider the cell selection / reselection result as a triggering condition, while the absence of a prohibition indication indicates that the UE considers the cell selection / reselection result as a triggering condition. In some embodiments, the configuration of events triggered by cell selection / reselection results for the notification process (e.g., an enhanced notification process) can be considered as an implicit indication supporting this feature; and / or The maximum duration for which a UE remains in the AnyCell Selection state before triggering a notification process (e.g., an enhanced notification process).

[0093] For the configuration of beam selection for monitoring and receiving notification processes (e.g., enhanced notification processes) and / or the configuration of events triggered based on beam selection results, detailed parameters and usage can be found in Option 3, which is discussed in the Triggering Conditions section below.

[0094] For the beam selection configuration used in the monitoring and notification receiving process, the configuration includes at least one of the following parameters: An indication used to tell whether the UE should perform beam selection to select a beam for receiving scheduling information / downlink notification messages: In some embodiments, the indication may be a single-bit indication with a value of 0 or 1; in some embodiments, a value of 1 indicates that the UE should perform beam selection to select a beam for receiving scheduling information / downlink notification messages, and a value of 0 indicates that the UE should not perform beam selection to select a beam for receiving scheduling information / downlink notification messages, and vice versa. In some embodiments, the presence of the indication for indicating whether the UE should perform beam selection to select a beam for receiving scheduling information / downlink notification messages may indicate that the UE should perform beam selection to select a beam for receiving scheduling information / downlink notification messages, while the absence of this indication indicates that the UE should not perform beam selection to select a beam for receiving scheduling information / downlink notification messages. In some embodiments, a prohibition indication may exist, indicating that the UE should not perform beam selection to select a beam for receiving scheduling information / downlink notification messages, while the absence of such a prohibition indication indicates that the UE should perform beam selection to select a beam for receiving scheduling information / downlink notification messages. In some embodiments, the existence of a beam selection configuration for monitoring and receiving notification processes (e.g., enhanced notification processes) can be considered an implicit indication supporting this feature; and / or One or more quality thresholds used for beam selection: In some embodiments, the quality type used for comparison / evaluation may be at least one of RSRP / RSRQ / SINR / received power; In some embodiments, the beam type used for comparison / evaluation may be at least one of CSI-RS / SSB / SRS / TRS or other reference signals.

[0095] For the configuration of events triggered based on beam selection results, the configuration includes at least one of the following parameters: An indication used to enable the UE to use beam selection results as a condition for triggering a notification procedure (e.g., an enhanced notification procedure): In some embodiments, the indication may be a single bit with a value of 0 or 1; in some embodiments, a value of 1 indicates that the UE may use the beam selection result as a condition for triggering a notification process (e.g., an enhanced notification process), and a value of 0 indicates that the UE may not use the beam selection result as a condition for triggering a notification process (e.g., an enhanced notification process), and vice versa. In some embodiments, the presence of an indication that indicates whether the UE considers the beam selection result as a condition for triggering a notification process (e.g., an enhanced notification process) may indicate that the UE may use the beam selection result as a condition for triggering a notification process (e.g., an enhanced notification process), while the absence of such an indication indicates that the UE may not use the beam selection result as a condition for triggering a notification process (e.g., an enhanced notification process). In some embodiments, the presence of a prohibition indication may indicate that the UE may not use the beam selection result as a condition for triggering a notification process (e.g., an enhanced notification process), while the absence of the prohibition indication indicates that the UE may use the beam selection result as a condition for triggering a notification process (e.g., an enhanced notification process). In some embodiments, the existence of a configuration for a notification process (e.g., an enhanced notification process) that triggers events based on beam selection results can be considered an implicit indication supporting this feature; and / or The beam selection configuration for monitoring and receiving notification processes is discussed above.

[0096] Question 2: Signaling Options In some embodiments, the signaling options for providing configuration may include at least one of the following: system information, broadcast message, multicast message, NAS message, paging, short message, RRC signaling, or MAC layer signaling or physical layer signaling.

[0097] When system information is used, it can be one or more Master Information Blocks (MIBs) or System Information Blocks (SIBs) 1 messages or SIBx Information Elements (IEs), where x is an integer starting from 1. In some embodiments, the SIBx IE can be one or more existing system information blocks (e.g., SIB1-SIB25) or newly introduced SIBs (e.g., SIB26). In some embodiments, the common SIBx can be used to indicate one or more of the parameters mentioned above.

[0098] In some embodiments, a combination of the signaling options described above may be considered. For example, SIB1 may include indications to enable some events / features as described above, while detailed parameters (such as thresholds related to wireless quality) may be included in the RRC message.

[0099] Aspect 2: Step 2: The UE receives downlink messages from the NW.

[0100] In some embodiments, the enhanced process may impose additional requirements on the reception of notification messages (e.g., the UE may trigger an alarm to notify the user that they are in a poor coverage area that may affect the successful reception of downlink messages). This action may consume additional power and resources, and therefore may require careful design of the triggering conditions to allow the necessary conditions to trigger the notification process (e.g., the enhanced notification process).

[0101] Question 1: Triggering conditions The entity responsible for triggering the corresponding enhancements discussed in this application may be at least one of a UE or an NW. The NW may be at least one of an NG-RAN (e.g., a gNB or eNB), a CN, or other functional entities (e.g., OAM, AMF, Cell Broadcast Center (CBC), etc.). In some embodiments, at least one of the following methods may be considered to improve the robustness of message reception from the NW to the UE.

[0102] For UE-triggered schemes, the UE is responsible for evaluating whether the corresponding triggering conditions are met. In some embodiments, the UE decides whether to take action to improve the success rate of receiving incoming call messages on the UE side based on the evaluation results (e.g., triggering the notification process discussed in this document (e.g., enhanced notification process)). For UE-triggered schemes, at least one of the following options can be considered for evaluation: Option 1: Evaluation results based on a comparison of UE measurements with configured wireless quality thresholds; Option 2: Based on cell selection / reselection results (e.g., UE enters arbitrary cell selection state); and / or Option 3: Based on beam selection results.

[0103] For Option 1, a threshold is introduced for the UE to determine whether the current radio quality is poor enough to successfully receive downlink messages transmitted by the NW. In some embodiments, the UE considers the evaluation result to meet the trigger condition when the UE measurement value is lower than the configured quality threshold. In some embodiments, the UE considers the evaluation result to meet the trigger condition when the UE measurement value is lower than or equal to the configured quality threshold.

[0104] Sub-problem 1: The UE measurement value can be at least one of RSRP / RSRQ / SINR / power level, which can be achieved by at least one of the following methods.

[0105] In some embodiments, the UE measurement value considered for evaluation may be a UE-derived cell measurement value, which is calculated by the UE based on measurements of one or more beams within the cell. In some embodiments, the beam type may be at least one of SSB / CSI-RS / SRS / other reference signals. For example, when the threshold configured for evaluation is for a cell, the UE may consider using the derived cell measurement value to evaluate whether the measurement result is below the threshold. In some embodiments, the measurement value used for evaluation may be filtered at least at Layer 1 (e.g., physical layer) / Layer 3 (e.g., RRC layer).

[0106] In some embodiments, the UE measurement value considered for evaluation may be a beam measurement value measured by the UE, and the beam may be at least one of SSB / CSI-RS / SRS / other reference signals. In some embodiments, the measurement value used for evaluation is filtered at least at Layer 1 (e.g., physical layer) / Layer 3 (e.g., RRC layer). For example, when the threshold configured for evaluation is for a cell of a certain beam type, the UE may consider using the corresponding beam-level measurement value to evaluate whether the measurement result is below the threshold.

[0107] In some embodiments, the UE receive power level can be the actual receive power level (dBm).

[0108] In some embodiments, the reference signal used for measurement discussed in the above embodiments may be a reference signal specifically used by the UE to evaluate radio conditions for receiving downlink notification messages from the NW. One example of such a reference signal is a reference signal or pre-notification reference signal used for pre-notification alarms. In some embodiments, the reference signal may be transmitted before each paging event, and the UE first evaluates the received reference signal based on measurements, then decides whether to initiate a notification process (e.g., an enhanced notification process). In some embodiments, the reference signal may be used when the UE detects that the radio quality (e.g., RSRP) of the reference signal is below (or alternatively below or equal to) a threshold, and the UE may consider the radio conditions poor enough to trigger a notification process (e.g., an enhanced notification process). In some embodiments, if the UE fails to detect the reference signal or the radio quality (e.g., SRRP / RSRQ / SINR) of the received signaling is below a configured threshold, the UE will initiate a notification process (e.g., an enhanced notification process).

[0109] In some embodiments, the configuration for the UE to evaluate the reference signal for radio conditions for receiving downlink notification messages from the NW may include at least one of the following: The reference signal type can be SSB / CSI-RS / SRS / TRS or other defined reference signals; Location information of the reference signal in the time domain: In some embodiments, the location information of the reference signal in the time domain may include at least one of the following: The offset relative to the start of the paging time, for example, expressed in the number of time slots; and / or In some embodiments, the period can be the number of POs.

[0110] Sub-question 2: The threshold can be configured for at least one of the listed wireless quality types: RSRP and / or RSRQ and / or SINR and / or power.

[0111] In some embodiments, only one threshold is configured for the UE to evaluate. The UE can consider the condition to be met when the evaluation result of the configured quality threshold meets the trigger condition.

[0112] In some embodiments, multiple thresholds can be configured for the UE. In some embodiments, only one threshold is configured for the same quality type (e.g., RSRP, RSRQ, or SINR, or received power). When multiple thresholds are provided, the following methods can be considered for the UE to determine whether a condition is met: The UE considers the condition met when the evaluation results of all configured quality thresholds meet the triggering condition; or The UE considers the condition met when the evaluation result of at least one configured quality threshold meets the trigger condition.

[0113] Sub-question 3: How to determine whether the triggering condition is met based on the evaluation results: In some embodiments, the UE may determine whether the triggering condition is met based on the evaluation results discussed in the foregoing sections and / or at least based on the following alternatives: Alternative Solution 1: When the evaluation result is met (e.g., the UE measurement value is lower than the configured quality threshold), the UE considers the trigger condition to be met.

[0114] Alternative solution 2: A duration for determining the triggering conditions can be introduced.

[0115] In some embodiments, the duration is the maximum tolerable duration before triggering the enhanced triggering condition. In some embodiments, the UE considers the triggering condition met when the duration reaches the configured maximum tolerable duration. In some embodiments, the UE considers the triggering condition met when the duration exceeds the configured maximum tolerable duration. In some embodiments, the UE starts calculating the duration when the evaluation result meets the triggering condition. In some embodiments, the duration can be reset to zero when the evaluation result does not meet the triggering condition. In some embodiments, a timer can be introduced to implement this feature. In some embodiments, the timer is initially set to zero. In some embodiments, the timer is started when the evaluation result is met for the first time since initialization or reset. In some embodiments, the timer is reset when the evaluation result is not met during the timer's operation. In some embodiments, the timer is reset when the relevant configuration for the enhanced notification triggering condition evaluation changes. In some embodiments, the timer is reset when the UE successfully receives the notification message. When the timer expires, the UE considers the triggering condition met.

[0116] Alternative Solution 3: A maximum tolerance number can be introduced for trigger condition evaluation. In some embodiments, the UE considers the trigger condition satisfied when the number of times the evaluation result is satisfied is greater than the configured maximum number. In some embodiments, the UE considers the trigger condition satisfied when the number of times the evaluation result is satisfied is greater than or equal to the configured maximum number.

[0117] Alternative 3-1: In some embodiments, the maximum tolerance number is the maximum number of times the evaluation result is met consecutively before executing the notification procedure (e.g., an enhanced notification procedure). In some embodiments, a counter can be introduced to implement this feature. The counter is initially set to zero. The counter increments by one each time the evaluation result is met. In some embodiments, the counter is reset to zero when the relevant configuration for the triggering condition evaluation used for enhanced notification changes. In some embodiments, the counter is reset to zero when the UE successfully receives the notification message. In some embodiments, the counter is reset to zero when the counter is not equal to zero and the evaluation result is not met.

[0118] Alternative 3-2: In some embodiments, the maximum tolerance number is the maximum number of times the evaluation result is satisfied before the notification process (e.g., an enhanced notification process) is executed. The difference between Alternative 3-1 and 3-2 is that, for Alternative 3-2, the counter may not be reset when the counter is not equal to zero and the evaluation result is not satisfied.

[0119] Alternative Option 4: A combination of duration and maximum tolerance number schemes can be considered.

[0120] In some embodiments, a maximum duration for the entire evaluation process and a maximum allowed number of evaluation results can be introduced. In some embodiments, a timer / counter can be introduced to help implement this feature. In some embodiments, a timer can be started when an evaluation result is first met since initialization or reset. During the timer's operation, the UE can increment the counter each time an evaluation result meets the configured conditions. In some embodiments, the UE considers the trigger condition met if the counter (used to calculate the cumulative number of times an evaluation result is met) exceeds or equals the configured maximum allowed number while the timer is still running. In some embodiments, the UE considers the trigger condition met if the counter (used to calculate the cumulative number of times an evaluation result is met) exceeds the configured maximum allowed number while the timer is still running. In some embodiments, the timer continues to run regardless of whether some evaluation results meet the configured conditions. In some embodiments, the counter and timer are reset if the relevant configuration is reconfigured.

[0121] In some embodiments, a maximum duration for adjacent satisfaction of evaluation results and a maximum allowed number of satisfactions can be introduced. In some embodiments, a timer / counter can be introduced to implement this feature. In some embodiments, the timer is started or restarted each time an evaluation result is satisfied. In some embodiments, the counter can be incremented by 1 each time an event is satisfied and the timer is still running. In some embodiments, the counter can be reset when the timer expires. In some embodiments, the counter can be reset when the relevant configuration is reconfigured. In some embodiments, the UE considers the triggering condition satisfied if the counter exceeds (or in some embodiments exceeds or equals) the configured maximum allowed number.

[0122] For the above alternatives, timers / counters can be implemented in at least one of the physical layer / MAC / RRC / application layer.

[0123] In some embodiments, a timer / counter can be maintained at the physical layer. In some embodiments, the UE notifies the higher layer that a triggering condition has been met, so that the higher layer of the UE can take the necessary action (e.g., trigger the notification procedure discussed in the following section (e.g., the enhanced notification procedure)).

[0124] In some embodiments, a timer / counter is maintained at the MAC layer, and the lower layer notifies the MAC layer whether the evaluation result is met. The UE's MAC layer maintains the timer state based on this. In some embodiments, when a trigger condition is met, the UE's MAC layer notifies the higher layer that the trigger condition is met so that the UE's higher layer can take the necessary actions (e.g., trigger the notification process discussed in the following sections (e.g., the enhanced notification process)).

[0125] In some embodiments, timers / counters can be maintained at different logic layers. In some embodiments, counters can be maintained at the physical layer, and timers can be maintained at the MAC layer.

[0126] Sub-question 4: Threshold configuration / signaling format "Configuration for Event X for Emergency Radio Link Monitoring" is used as an example term, but other terms for the same configuration may also be considered. In some embodiments, the configuration for Event X for Emergency Radio Link Monitoring may include one or more parameters and their respective uses discussed in Option 1 (i.e., a UE-triggered solution based on an evaluation result of a comparison of UE measurements with a configured radio quality threshold), which may include at least one of the following parameters: An indication used to enable the event / feature. In some embodiments, this indication indicates that the UE can begin performing an evaluation when the event is allowed, activated, or enabled. In some embodiments, the presence of other parameters can serve as an implicit indication of allowing the event / feature. In some embodiments, the other parameters include at least one of the following: One or more quality thresholds for RSRP and / or RSRQ and / or SINR and / or power, wherein the thresholds may be absolute thresholds; or the thresholds may be relative values to another configured threshold (e.g., a threshold configured for wireless link monitoring). The maximum duration of event X for emergency wireless link monitoring; and / or Maximum allowed time for event X used for emergency wireless link monitoring.

[0127] Sub-question 5: Applicable states: The scheme discussed in option 1 can be applied to at least one of the idle / RRC inactive / RRC connected states.

[0128] In some embodiments, the same configuration discussed below can be used for all applicable states. In some embodiments, different configurations can be provided for different RRC states. In some embodiments, one configuration can be provided for the idle / RRC inactive state, while another configuration can be configured separately for the RRC connection mode. In some embodiments, the characteristic of the applicable state can be referred to as emergency radio link detection. In some embodiments, the configuration provided for the idle / RRC inactive state can be referred to as the idle inactive radio link monitoring configuration.

[0129] Option 2: Based on cell selection / reselection results (e.g., UE enters arbitrary cell selection state) In some embodiments, when the UE cannot find a suitable cell to camp on, the UE may enter an arbitrary cell selection state. In some embodiments, the UE cannot receive downlink messages from the NW until it finds a suitable cell or an acceptable cell to camp on.

[0130] Sub-problem 1: Determine whether the triggering condition is met. In some embodiments, when the UE enters the arbitrary cell selection state, the UE considers that the triggering condition has been met.

[0131] In some embodiments, when a UE enters the arbitrary cell selection state, it may quickly find a suitable / acceptable cell. In this case, if the UE believes that the triggering condition is met after entering the arbitrary cell selection state, but the UE quickly finds a suitable cell after taking an action (e.g., performing a notification procedure), unnecessary UE actions may lead to wasted power. In some embodiments, an enhancement could be to introduce a maximum allowed dwell time in the arbitrary cell selection state before the UE believes that the triggering condition is met. In some embodiments, the UE considers the triggering condition met when the dwell time in the arbitrary cell selection state exceeds (or in some embodiments exceeds or equals) the configured maximum allowed time. Furthermore, in some embodiments, a timer can be introduced to implement this feature. The timer is started after the UE enters the arbitrary cell selection state. In some embodiments, the timer continues to run if the UE remains in this state. The timer is reset when the UE leaves the arbitrary cell selection state. The UE considers the triggering condition met when the timer expires.

[0132] In some embodiments, the cell selection / reselection result that the UE considers for triggering a notification process (e.g., an enhanced notification process) can be when the UE enters a camped on any cell state. Furthermore, the detailed scheme discussed in the above embodiments for the arbitrary cell selection state can be applied, the only difference being that the arbitrary cell selection state is changed to a camped on any cell state.

[0133] Sub-problem 2: Configuration / signaling format for conditional determination based on arbitrary cell selection state In some embodiments, the configuration for option 2 may include at least one of the following parameters: An indication used to enable this event / feature; and / or The maximum duration a UE is allowed to remain in any cell selection state before triggering a notification procedure (e.g., an enhanced notification procedure).

[0134] In some embodiments, an indication may be introduced to indicate whether the UE should use the cell selection / reselection result (e.g., when the UE enters an arbitrary cell selection state) as a condition for triggering a notification procedure (e.g., an enhanced notification procedure). In some embodiments, when the indication indicates that the event is allowed, activated, or enabled, the UE may use the cell selection / reselection result (e.g., when the UE enters an arbitrary cell selection state) as a condition for deciding whether to trigger a notification procedure (e.g., an enhanced notification procedure). In some embodiments, an indication to enable a notification procedure (e.g., an enhanced notification procedure) may be introduced, and if the notification procedure (e.g., an enhanced notification procedure) feature is enabled / configured / allowed, the UE considers using the cell selection / reselection result (e.g., when the UE enters an arbitrary cell selection state) as a condition for triggering a notification procedure (e.g., an enhanced notification procedure). In some embodiments, a related configuration (e.g., the maximum duration the UE remains in an arbitrary cell selection state) may exist and may be used as an implicit indication to enable the feature.

[0135] In some embodiments, each time the UE first enters the arbitrary cell selection state, the UE begins to accumulate dwell time. When the UE finds a suitable cell (i.e., the UE enters normal camping (i.e., does not camp in the arbitrary cell selection state)) or finds an acceptable cell (i.e., the UE camps in any cell), the accumulated time is reset. In some embodiments, when the accumulated time the UE spends in the arbitrary cell selection state exceeds (or in some embodiments exceeds and / or equals) the configured maximum time, the UE may consider that the triggering condition has been met.

[0136] In some embodiments, the maximum time can be achieved using a timer. The timer starts when the UE enters the arbitrary cell selection state and resets when the UE leaves the arbitrary cell selection state. When the timer expires, the UE considers the triggering condition to be met.

[0137] Option 3: Based on beam selection results In some embodiments, in a multi-beam system, the UE can perform beam selection to determine which beam to use for monitoring scheduling information and / or receiving appropriate downlink messages (e.g., notification messages) from the NW to the UE. In some embodiments, a beam selection configuration for receiving notification messages (e.g., paging) can be introduced. When this configuration is configured / enabled, the UE performs beam selection according to the received configuration and then receives notification messages (e.g., paging) on the selected beam.

[0138] Sub-question 1: Beam selection configuration and UE beam selection behavior In some embodiments, the configuration for beam selection may include at least one of the following parameters: An indication used to enable this event / feature; and / or One or more thresholds are used for beam selection.

[0139] In some embodiments, this indication may be introduced to indicate whether beam selection is enabled so that the UE selects a beam before receiving downlink messages in a notification process (e.g., an enhanced notification process, such as paging) based on NW configuration and / or specified rules. In some embodiments, an explicit indication is introduced to indicate that beam selection is enabled for a notification process (e.g., an enhanced notification process).

[0140] In some embodiments, when relevant configurations (such as a threshold for beam selection) are provided, the UE considers beam selection enabled for the notification process (such as an enhanced notification process).

[0141] In some embodiments, when the triggering conditions discussed in Option 1 / Option 2 are met, the UE considers beam selection enabled for the notification procedure (e.g., the enhanced notification procedure). For example, when the threshold discussed in Option 1 is configured and enabled for a UE supporting this feature, and the UE considers the triggering conditions met after evaluation, the UE triggers the notification procedure (e.g., the enhanced notification procedure) and enables the beam selection procedure so that the UE selects an appropriate beam for monitoring / receiving downlink messages from the NW. In some embodiments, when the UE leaves the triggering event of the notification procedure (e.g., the enhanced notification procedure) discussed in this document, the UE avoids performing beam selection for the notification procedure (e.g., the enhanced notification procedure).

[0142] In some embodiments, an indication to enable beam selection may be optionally provided. In some embodiments, when a beam selection threshold exists, an indication to enable beam selection may not be required; in this example, the existence of the beam selection threshold serves as an implicit indication to enable beam selection. In some embodiments, even if a beam selection threshold is not provided, but the NW still wishes to enable beam selection for the enhancement process, an indication to enable beam selection may be included. In some embodiments, when an indication to enable beam selection is included but a beam selection threshold is not provided, the UE may perform beam selection based on predefined rules (e.g., the UE selects the beam with the best quality for monitoring and receiving notification messages). In some embodiments, an indication to enable beam selection may be provided in at least one of physical layer signaling (e.g., via an indication in DCI), MAC layer signaling (e.g., via MAC CE), RRC signaling, system information, paging, or short messages.

[0143] To facilitate beam selection, one or more quality type thresholds can be introduced for beam selection. The beam type can be at least one of SSB / CSI-RS / SRS / other reference signal. The quality type can be at least one of RSRP / RSRQ / SINR / received power level.

[0144] In some embodiments, if only one quality threshold is provided to the UE, at least one of the following alternatives may be considered for beam selection.

[0145] Alternative 1: The UE selects the beam with the best quality (e.g., the highest RSRP / RSRQ / SINR / received power level) among beams whose quality is higher than (or in some embodiments higher than or equal to) a configured threshold; Alternative 2: The UE randomly selects a beam from beams whose quality is higher than (or in some embodiments higher than or equal to) a configured threshold.

[0146] In some embodiments, if more than one quality threshold is provided to the UE, the UE first determines qualified beams based on the configured quality thresholds, and then selects a beam from the qualified beams for monitoring and receiving notification messages. At least one of the following alternatives may be considered to determine the qualified beams.

[0147] Alternative 1: The UE considers the beam qualified when the quality of the beam (e.g., RSRP / RSRQ / SINR) is higher than (or in some embodiments higher than or equal to) the threshold of all configurations.

[0148] Alternative 2: The UE considers the beam qualified when at least one quality of the beam (e.g., RSRP / RSRQ / SINR) is higher than (or higher than or equal to) a configured threshold in some embodiments.

[0149] At least one of the following alternatives may be considered for selecting a beam from the qualified beams.

[0150] Alternative Solution 1: The UE selects the beam with the best quality from the qualified beams. In some embodiments, the UE determines the beam with optimal quality based on the following order: first, RSRP; second, RSRQ; third, SINR; and fourth, received power level. If multiple beams with the same quality exist, the UE can choose any one of them.

[0151] Alternative Solution 2: The UE randomly selects a beam from the qualified beams. In some embodiments, if the UE should perform beam selection when no threshold is provided to the UE but there is an indication (implicit or explicit) or a condition indication (e.g., when the triggering condition discussed in this document is met), at least one of the following alternatives may be considered for the UE to perform beam selection.

[0152] Alternative Option 1: The UE selects the beam with the best quality from all detected beams. In some embodiments, the UE determines the beam with optimal quality based on the following order: first, RSRP; second, RSRQ; third, SINR; and fourth, received power level. If multiple beams with the same quality exist, the UE can choose any one of them.

[0153] Alternative Solution 2: The UE randomly selects a beam from all detected beams. In some embodiments, if a quality threshold is configured and no qualified beam is available as a result of beam selection, the UE may consider that the triggering condition is met.

[0154] Sub-problem 2: The configuration of events triggered based on beam selection results may include at least one of the following: An indication that enables the event / feature; and / or Configuration for beam selection.

[0155] In some embodiments, an indication may be introduced to indicate whether the UE should use the beam selection result as a condition for triggering a notification procedure (e.g., an enhanced notification procedure). When the indication indicates that the event is allowed, activated, or enabled, the UE may use the beam selection result as a condition for deciding whether to trigger a notification procedure (e.g., an enhanced notification procedure).

[0156] In some embodiments, an indication may be introduced to enable a notification procedure (e.g., an enhanced notification procedure). In some embodiments, if the notification procedure (e.g., an enhanced notification procedure) feature is enabled / configured / allowed, the UE uses the beam selection result as a default condition for triggering the notification procedure (e.g., the enhanced notification procedure). In some embodiments, assuming that this feature is a default function of the notification procedure (e.g., the enhanced notification procedure), a disabling indication may be introduced to prevent the UE from using the beam selection result as a trigger condition.

[0157] In some embodiments, the existence of relevant configurations (such as the beam selection configuration described above) can serve as an implicit indication to enable this feature.

[0158] Aspect 3: Step 3: When the UE determines that the triggering condition is met, the UE initiates a notification procedure (e.g., an enhanced notification procedure (e.g., notifying higher layers to trigger an alarm)). Question 1: What actions does the UE / NW take when the triggering conditions are met? Sub-problem 1: UE actions When the UE determines that the triggering conditions are met, the UE initiates a notification procedure (e.g., an enhanced notification procedure), which includes at least one of the following actions.

[0159] In some embodiments, the UE may enable beam selection to select an appropriate beam for monitoring / receiving downlink messages.

[0160] In some embodiments, the UE can notify higher layers (e.g., the application layer) that an alarm needs to be triggered to notify the UE to move to an area with better reception in preparation for future incoming call services (e.g., paging). In some embodiments, at least one of the following actions may be considered: Display a pop-up message on the device screen; It can trigger a sound; and / or vibration.

[0161] Through such a notification / alarm, the UE is informed that the current channel conditions are insufficient to receive potential calls / messages from the NW. Therefore, the UE can take action to improve the success rate of receiving potential calls / messages. In some embodiments, the UE can move to a location with better coverage.

[0162] Sub-question 2: Conditions for canceling the alarm In some embodiments, at least one of the following conditions may be considered to cancel the alarm notifying the UE to move to an area with better reception: UE actively cancels alarm; The UE successfully received the downlink message; and / or The notification lasts for a certain period of time and does not need to be canceled; and / or UE departure trigger event. The trigger event can be at least one of the events discussed in this document.

[0163] For notifications that last for a certain period and do not require cancellation, the NW can configure a maximum duration for canceling the trigger action for the UE. In some embodiments, this duration can begin to accumulate when the alarm is triggered and continue to accumulate until it reaches (or exceeds in some embodiments) the configured maximum duration, at which point the alarm is automatically canceled. In some embodiments, a timer can be introduced, wherein the timer starts when the alarm is triggered and continues to run. When the timer expires, the alarm is automatically canceled.

[0164] In some embodiments, a timer for alarm cancellation starts and continues to run when an alarm is triggered. In some embodiments, the timer may be reset to zero or stopped when the UE successfully receives a downlink message. In some embodiments, the timer may be reset to zero or stopped when the user cancels the alarm. In some embodiments, the timer continues to run until it expires, at which point the alarm is automatically cancelled.

[0165] Aspect 4: Step 0: The UE provides the NW with information related to its capabilities. In some embodiments, UE capability reports are used to inform the NW whether it can support a function, because different functions may impose different requirements on the UE's ability to process data such as different frequency band combinations and received power. In some embodiments, different types of UEs may have different UE capabilities in order to balance market demand, product cost, and performance gain. UE capabilities may be crucial for the NW so that the NW knows how to provide a configuration suitable for the UE capabilities.

[0166] For UE capability signaling, at least one of the following alternatives can be considered: In some embodiments, a UE capability is defined for a notification procedure (e.g., an enhanced notification procedure). In some embodiments, a capability bit may be used to inform the NWUE whether it supports the notification procedure discussed above (e.g., an enhanced notification procedure).

[0167] In some embodiments, the UE capabilities supporting notification procedures (e.g., enhanced notification procedures) may differ across different frequency band combinations. In some embodiments, UE capability bits can be defined for different frequency band combinations to indicate the frequency bands in which the UE supports the feature.

[0168] In some embodiments, UE capabilities may differ for different features included in the notification process (e.g., an enhanced notification process). In some embodiments, UE capabilities supporting different features within an enhanced notification may be independent of each other. In some embodiments, the UE capability of certain features may depend on its ability to support other features.

[0169] In some embodiments, UE capabilities may differ for different service types. In some embodiments, UE capabilities may be NAS capabilities or access stratum (AS) capabilities. For NAS capabilities, UE capabilities are reported to the CN via NAS signaling (e.g., during initial attach). In some embodiments, the CN may further provide UE capability information to the base station (e.g., NG-RAN) under certain circumstances (e.g., during UE context retrieval). For AS capabilities, UE capabilities are provided to the base station (e.g., NG-RAN) via a capability reporting procedure using RRC messages.

[0170] In some embodiments, conditions related to the downlink channel state are introduced to trigger an alarm for the UE, based on which the UE is informed of poor channel conditions. In some embodiments, the UE may take appropriate actions (e.g., move to a better coverage area) to prepare to receive incoming call services (e.g., calls / messages).

[0171] In some embodiments, detailed condition design and methods for signaling the conditions to the UE may be introduced. In some embodiments, a method for the UE to assess whether the conditions are met may be introduced. In some embodiments, the UE's behavior when the conditions are met may be introduced. In some embodiments, a method for canceling the triggering of an alarm may be introduced. In some embodiments, considerations regarding the UE's processing capabilities may be introduced.
