According to the main technical scheme, the device is formed by connecting a plurality of hydraulic pump assemblies in series; the hydraulic pump assembly comprises a power cavity and an output cavity, an impeller shaft with impeller blades is arranged in the output cavity, a left shaft end and a right shaft end forming the two ends of the impeller shaft correspondingly penetrate through the left cavity wall and the right cavity wall of the output cavity, and the left shaft end is in transmission connection with a crankshaft of the internal combustion engine mechanism through a connecting mechanism. The right shaft end can be connected with the left shaft end of the impeller shaft of the adjacent hydraulic pump assembly through a shaft connecting mechanism; a power oil outlet and a power oil inlet which are used for outputting power are formed in the cylinder cavity wall forming the output cavity; the power oil inlets forming the hydraulic pump assemblies are arranged in parallel. The power oil outlets forming the hydraulic pump assemblies are arranged in series or in parallel. The hydraulic pump device can provide multiple sets of hydraulic power or one set of hydraulic power with larger hydraulic flow and larger driving torsion according to needs.
