System (100), comprising: a first antenna mounted at an intersection (265) and directed towards a first lane, a second antenna mounted at an intersection (265) and directed towards a second lane, a computer (210) comprising a processor and a memory, wherein the memory stores instructions that can be executed by the processor, wherein the instructions comprise instruction, such that the computer (210) is programmed to do the following: Designating a first vehicle (110A) from a plurality of vehicles (110) at an intersection (265) as the lead vehicle (110); Activating a second vehicle (110B) so that it follows the lead vehicle (110); and, After it has been determined that the lead vehicle (110) has entered the intersection (265), designate the second vehicle (110B) as the lead vehicle (110).
