An electronic vehicle control unit (4) sends a message or file, captured by an external device, to an electronic control unit inside a vehicle. The electronic vehicle control unit comprises: an external vehicle communication unit (6) that performs external communication with the external device; an internal vehicle communication unit (18) that performs internal communication with the electronic control unit; and a format conversion unit (19) that converts an SOVD format in the external vehicle communication to a non-SOVD format if the external vehicle communication is data communication according to SOVD communication specifications and a delivery destination of the message or file based on the SOVD format is a non-SOVD electronic control unit.The vehicle's internal communication unit conducts the vehicle's internal communication according to the SOVD-non-compliant format, which is obtained by conversion through the format conversion unit.
