The identification information acquisition unit 301 acquires the identification information of a road-side sensor 1 from the end-device information of a mobile device 2. The position information acquisition unit 302 acquires the position information of the mobile device 2 from the end-device information of the mobile device 2. The calibration unit 306 outputs position information of the road-side sensor 1 based on the acquired identification information and the acquired position information.
