Claims
1. A data processing system for generating digital scenarios of industrial policy and institutional reforms of the national economy, comprising a server computing node implemented on a server with access to the Internet, a data integration module, a multi-level modeling module, an institutional environment module, a scenario generation module, a modeling and evaluation module, and a visualization module, characterized by the fact that: the data integration module is designed with the ability to receive, pre-check, clean, convert heterogeneous data to a common data schema and store them in a data warehouse, the multi-level modeling module contains a macro-level model, at least one meso-level model and at least one micro-level model, interconnected by means of a common data schema, the institutional environment module is configured to represent institutional agreements and normative legal acts in the form of machine-readable structures that include entities and relationships between said entities, as well as to represent said machine-readable structures in the form of a directed graph, the vertices of which correspond to entities, and the edges reflect the relationships between said entities, wherein the module is configured to automatically detect the absence of a path between the vertices of the graph, the scenario generation module is designed with the ability to automatically generate a plurality of scenario options based on input target indicators and constraints and use a two-stage data processing algorithm, including a preliminary assessment of a plurality of options using approximating models and subsequent modeling of only the selected options using a full multi-level model, the modeling and evaluation module is configured to calculate quantitative indicators for the specified scenarios using a multi-level model, and to pre-build a sensitivity matrix linking changes in the model's output indicators with changes in industrial policy parameters, and to use the specified sensitivity matrix to approximate the modeling results without performing a complete recalculation of the multi-level model, The visualization module is designed to display generated scenarios together with calculated quantitative indicators.

A method for processing data for the formation of digital scenarios of industrial policy and institutional reforms of the national economy, implemented by means of a server computing node executed on a server with access to the Internet, using a data integration module, a multi-level modeling module, an institutional environment module, a scenario generation module, a modeling and evaluation module and a visualization module, characterized in that: accept heterogeneous economic, industry, regional and institutional data, carry out their preliminary verification, cleaning, conversion to a common data schema and storage in a data warehouse; form a multi-level digital model of the national economy, containing a macro-level model, at least one meso-level model and at least one micro-level model, interconnected through a common data scheme; represent institutional agreements and normative legal acts in the form of machine-readable structures that include entities and relationships between said entities, represent said machine-readable structures in the form of a directed graph, the vertices of which correspond to the entities, and the edges of which reflect the relationships between said entities, and automatically identify institutional gaps as the absence of a path between the vertices of the directed graph; automatically generate a set of scenario options based on input targets and constraints using a two-stage data processing algorithm that includes a preliminary assessment of a set of options using approximation models and subsequent modeling of only the selected options using a full multi-level model; calculate quantitative indicators for the generated scenarios using a multi-level model, pre-construct a sensitivity matrix linking changes in the model's output indicators with changes in industrial policy parameters, and use the specified sensitivity matrix to approximate the modeling results without performing a complete recalculation of the multi-level model; display the generated scenarios together with the calculated quantitative indicators.
