Description
A SYSTEM OF CLASSIFICATION, ALLOCATION AND MANAGEMENT OF MOBILE NUMBERS BASED UPON TYPE OF USESFIELD OF INVENTION
[0001] The present invention relates to the field of information management systems. The present invention particularly relates to the system of allocation of user category-specific mobile numbers through country specific central portal / platform / agency, for allocation and management of mobile-numbers, operated and managed via a computerised management tool or platform.BACKGROUND OF THE INVENTION
[0002] One of the most important modes of communication in today's era is a Mobile-Phone. A mobile phone is operated through a SIM card with a mobile- number to access the communication network and related features. The SIM cards attached a mobile-number, are connected with the networks of service providers, which allows the mobile-phone users to get connected with other desired users.
[0003] There are two major stakeholders in mobile network communication :• Mobile Network Services providers / Operators, referred to as “(MSP)’’• Mobile Network services Users, referred to as “(MNU) ”.
[0004] Mobile Network services providers / Operators “MSP”, includes various vendors engaged as mobile services providers, who own / holds rights for the network infrastructure, base-stations and wireless spectrum. In general term “MSP” are also known as “MN0”( Mobile Network Operator). Mobile Network services Users (MNU) includes various users who get a mobile-number allocated SIM Card from the mobile network operator, to access the wireless connectivity for cellular data and telephone calls.
[0005] At present the Mobile Network services Users (MNU), willing to avail mobile network services, are required to apply for the Mobile-Number to any Mobile-Network-services-Operator (MSP), of their choice, to access its wirelessconnectivity through the SIM cards provided by the MSP. SIM cards are provided with a Mobile-Number (used as a communication identity of the given mobile- services user). The SIM-card and mobile-number are allocated by a MNU after complying with the KYC and other requirements as per the systems and processes of a given Mobile Network Operator. The system and process may differ from operator to operator but includes KYC verification documents and photo ID-proof of the applicant.
[0006] In the present system, the MSP to whom the MNU has approached for allocation of a mobile-number allocates a mobile -number, from a dedicated series of mobile -numbers, whereby the first digit of the mobile-number indicates the identity of the MSP allocating such number.
[0007] Earlier, in the absence of network-portability, if any MNU wanted to switch from one MSP (existing-MSP) to another MSP (new-MSP), MNU had to apply for a new mobile-number to the new-MSP, to whom the MNU is switching over. The new-MNU use to allocate a new mobile-number to each MNU, linked to the dedicated series belonging to respective MSP. In the previous system, the existing mobile-numbers allocated by the existing-MSPs, were not usable by the new-MSPs. As such, the mobile number used to be MSP-specific, whereby the first digit of the mobile-number used to indicate the identity of the MSP.
[0008] However, at present the network-portability option is allowed and any MNU can switch-over to any new-MSP, with the same mobile-number, as allotted by the existing-MSP. The mobile numbers are no more MSP-specific, as any MSP can link a SIM with any mobile-number, not necessarily their own dedicated series of mobile-numbers. However the MNU is required to comply with KYC requirements and Photo ID requirements of the new-MSP. In view of networkportability as above, the identity of a mobile-number to a specific MSP, no longer exists.
[0009] Presently the mobile-numbers are allotted by the MSP and the present system allows any MNU to secure multiple sim cards from the same MSP or any different MSP.
[0010] Presently any mobile number surrendered by any MSU, can be re-allotted to the other MSU by the MSP. As such after the network-portability system is put to use, the mobile -numbers are neither MSP-specific nor MNU-specific.
[0011] In the present system any MNU can freely surrender the mobile-number anytime and can freely get a new mobile-number.OBJECTIVES OF THE INVENTION
[0012] The primary objective of the present invention is to provide a system for Information Management, and a system of allocation of “User-category (MNU- category) specific mobile -number, through a country specific central portal / platform / agency, for allocation and management of mobile-numbers or through any central agency or through any other method, with an object to make the mobile-services network a better, more secure and safer system.
[0013] Another objective of the present invention is to make the mobile-services network a better, more secure and safer system. As in today's era, mobile- numbers / systems are no longer just a means of communication. The mobile numbers are now used for OTP enabled financial and other transaction / authorization / access. Today valuable data / information / bank accounts / online payment apps / Adhar etc. are linked with Mobile Numbers. As such the mobile number allocation system needs to be more secure, sustainable and unique with an object of improved safety and security.
[0014] Another objective of the present invention is to provide an efficient process for the allocation of mobile numbers to MNUs, instead of mobile-number allocation by the MSP.
[0015] Yet another objective of the present invention is to provide a system of categorisation of mobile users based upon the purpose of using the mobile numberand enabling allocation of category specific mobile-number, as per the category of the users.
[0016] Other objects of the present invention is to create a country-specific efficient system to access the centralised data-base of all the mobile-users with their numbers enabling efficient management and the identification of the users, whereby it becomes convenient for the government / police / investigating agencies / govt, departments, to establish the identity of mobile-users and to know how many mobile-numbers a person is using and what are those numbers and related MUO.
[0017] Other object of the present invention is to provide a process for enabling mobile users to verify the identity of category-specific mobile number, as a tool for safeguarding against misuse of mobile-network services, while excluding specific categories of MNUs such as Personal categories of MNUs from the verification process, for maintaining confidentiality.
[0018] Another objective of the present invention is to provide a dedicated mobile number to MNUs (natural person or a legal entity), and thereby limiting frequent changes in the mobile-numbers to category-specific-MNU.
[0019] Other object of the present invention is to provide a process for listing all MSPs providing mobile -network services, in the respective country, for the MNU to take an informed decision for the selection of any MSP.SUMMARY OF THE INVENTION
[0020] The system comprises of a server computer equipped with a processing unit, a network port, one or more data storage units, and one or more access units. A centralised Portal / Platform / agency for allocation of user-category- specific Mobile-Number, wherein the data storage units store the data with computer executable instructions, operative to implement such system for allocation of user-category-specific mobile numbers, through a country-specific central portal / plateform / agency for allocation and management of mobile -numbers or otherwise, enabling any MNU make application for allocation of user-category-specific mobile numbers, to country specific central portal / platform / agency for the purpose, directly or through MSP or any other mode.
[0021] The system provides for categorisation of mobile -network users, based upon:-The purpose of the uses of the mobile -network such as personal / business / facilitating financial transactions / providing OTP / Government authorities / marketing purposes, as detailed in FIG 03 of the Drawing section,The system also provides for a single digit identification number for each category:- The system envisages that the first digit of the mobile-number should identify the category of the mobile users.System in-builds a process of category-specific user verification system, to ensure that a mobile-number in a particular category is allocated after due verification of the identity of the user.The categories and identification number in FIG 03 of the Drawing section are given as an example to explain the system. Such categories can be further added or modified or can be provided single / double digit identification numbers as per requirements from time to time.The system also envisages that the existing MNU with existing mobile -numbers may be provided with category specific mobile-number, by a prefixed single digit of category identification number, as above.
[0022] The system of a first-digit numeric-identification number, shall enable the users at the receiving side, to recognise the category of caller who is contacting through any mode i.e. calling, SMS, Whatsapp, etc. This system shall replace the existing system whereby the first digit of mobile-numbers is MSP specific. This shall enable the users to exercise required precautions, for example when any person getting a mobile call for financial transaction in bank account, from amobile-number other than identification number of the category belonging to banking and finance category users, can exercise due precautions to avoid sharing any sensitive information.
[0023] The system provides for user category-specific system of verification of KYC, document and third-party verification systems, based upon the sensitivity involved in the respective category, as well as confidentiality aspects of each such specific category. The system ensures that sensitive categories such as Banking and finance / Government category / insurance-category etc can be allocated a mobile-number under these categories after due verification through RBI or related sector specific governing-bodies, authorised for the purpose by the government of the respective countries. The system of such verification can be country specific as per guidelines of the respective governments.
[0024] The system provides that when any person / entity approaches the central portal / platform / any MSP / or any other agency authorised for the purpose, for allocation of a mobile number (Applicant MNU), the applicant MNU making application shall specify the category under which they require the mobile- number. For example, when a bank approach central portal, or any other agency for allocation of a mobile number, for marketing, they shall apply under the marketing category while as if the bank requires a mobile number for facilitating any banking transaction or OTP for financial transactions or any other banking related customer services, they shall be allocated a mobile number in category of Banking and Finance Category and the mobile number shall carry the relevant category of identification number.
[0025] The system provides that the task of allocation of users-category-specific mobile numbers should be made independent of providing mobile-services through the network by the MSP.As a country specific feature, any country can opt the any system for selection of a agency for allocation of mobile number, from options like a country-specific central portal / platform / agency for allocation and management of mobile -numbers, or any other central-agency, and the users (MNU) can be provided with the SIM card by any / multiple MSP, as per the requirements and the choice of the users (MNU), with the pre-allocated dedicated category-specific mobile numbers, allotted to the MNU by the central portal or agency.(Country specific feature :- Country specific feature as specified in the invention means that such specific features are subject to rules / regulation of the government of such specific country with reference to the needs of safety, security and confidentiality aspect of the given country and residence.)
[0026] The system also envisages that after connecting the SIM to the mobile- number allocated to any MNU by the central-portal / appointed agency, the MSP shall update the details of the SIM card allocated to the MNU for each mobile- number on the central portal or with the appointed agency for the purposes. This feature can be implemented as a country-specific feature, as per the guidelines of the government of the respective country.This feature shall facilitate the central-portal or the appointed agency to maintain records of mobile-numbers, SIM number of each MNU and the related MSPs, for management and control purposes by the government or agencies appointed by the government for the purpose. This shall bring efficiencies in the detection of cyber crime through mobile-number, as the details of SIM for each mobile- number is available to the authorities readily.
[0027] System further envisages a process of verification of the identity of a category-specific mobile-number holder, except for personal category or other categories as per government guidelines of the respective country, for privacy and confidentiality, through the central portal or a helpline or SMS verification process.

[0060] Description Section 2:- Allocation of user category-specific mobile- numbers: - System of allocation of a mobile-number or a series of mobile- numbers to any MNU, by the country specific central portal / platform / agency for allocation and management of mobile -numbers, after due verification of KYC / other documents and category-specific governing agency verification.The system envisages that the mobile number shall consist of 11 digits.The system envisages that the category identification shall become the first digit of the mobile-number, as a prefix to the mobile number to be allocated to the MNU, enabling 9999.99 million numbers in each category of mobile number.
[0061] The existing MNU can, at the option of MSP / MNU, be provided with the existing mobile-number by prefixing the one digit category identification number as the first digit.
[0062] On receiving an application from any MNU, the central portal shall allocate the mobile number as per the configured system in FIG 05 of the Drawing section and briefly discussed hereunder: -I. Allocation of mobile-number to personal category:- Allocate the number instantly for categories such as personal category, which does not require any user category-specific -verification process, when all the details in the application are provided correctly by the users, uploads the required basic KYC documents, as per FIG 3.01 and the applicant does not have multiple-numbers. If any MNU applicant in personal category requires any additional number (more than one), the portal shall, as a country specific feature, forward the application to the designated cyber branch of the police department / designated body of the respective country and multiple / additional numbers shall be allocated only after approval from the police department.The system provides for that a person can get multiple SIM cards from different MSP, with the same mobile-number. This system shall facilitate that when a MNU faces data connectivity issue from any specific MSP, in different parts of the world, they can get multiple SIM with the same number.II. Allocation of mobile-number to user category specific applicants (MNU): Mobile-number / series of mobile -numbers can be allocated by the central Portal after getting category specific verification from the governing department / body / agency as per following process in FIG 05 of the drawing section.(The list of Governing bodies / institute for user category specific verification, as specified in FIG 03 of the Drawing section, are country specific and can be changed as per guidelines of the respective country.)On geting the verification-approval, the user category specific number shall be allocated to the MNU and MNU shall be informed via an email as regards the mobile-number or series of mobile-numbers allocated to them.The MNU-wise category-wise record shall be maintained in digital form on the central-portal.III. Allocation of temporary mobile-number to foreign travelers:- When a foreign country travel visits a country, as a tourist, can be provided with a temporary mobile-number for the period of VISA given to them, at the time of authorising VISA / Transit-VISA or on the spot VISA. Any MSP operating in the said country shall be allowed to connect a SIM to such number allocated to such tourists, and MSP shall update the details of such MNU on the central portal. On expiry of VISA period of such foreign travel, such temporary number shall be auto cancelled and deactivated by the MSP.
[0063] Description Section 3:- System of linking of pre-allocated user specific mobile number to the designated SIM by MSP:- After allocation of a mobile- number by the central portal / appointed agency for the purpose, the mobile number is to be connected with a SIM-card of the MSP designated by the MNU, either of the following process: -I. When the mobile-number is directly allocated by the central-portal to the MNU, (option A of application section) the MNU is required to select the MSP, in the application itself, with whom they intend to connect the mobile-number, central-portal shall forward such requests of MNUs for allocation of a SIM to such specific MSP, as per request of the MNU.II. When the mobile-number application has been processed through any MSP (option B of application section), the central-portal shall intimate the relevant MSP about the mobile-number allocated to the MNU, to enable them to attach SIM-card to such mobile -numbers.The intimation of allocation number for mobile-number to the MNU shall be made by the central-portal to both MNU and the existing / MSP selected by the MNU in the application.The process of allocation of SIM card is to be carried out by the MSP selected by the respective MNU, as per the agreed term & conditions between both the parties.
[0064] Obligation on the part of MSP:- After connection the mobile-number to the SIM-card, the MSP is obliged to update the SIM-card description / ID on the central portal and update the SIM number allocated against each mobile -number, on the portal. However these details shall be shared only with government agencies, when required. This is a country specific feature.The system shall ensure that the central-portal / appointed agency for the purpose shall be maintaining complete digital records of all MNU, mobile-number allocated / SIM number and the related MSP. This shall facilitate the user category specific verification process of mobile-number by the MNU as discussed in next step.
[0065] Description Section 4:- System for category specific identification of mobile number holder: -This section of the portal shall enable a verification of the identity of the mobile -number holder on the central portal. This system is a country specific feature and shall be operational subject to the government guidelines and ensuring that the identity of only those categories are made available for verification on the portal, which are approved by the government for the purpose and shall generally identification of certain categories such as personal category shall not be available for verification on the portal for confidentiality aspect.The MNU interested in knowing the identity of the holder of any category of mobile -numbers (category specific as allowed by the government) can visit the portal and access the section 4.The process of such verification is provided in FIG 07 of the Drawing section.The category specific mobile-number verification process shall help any MNU as a tool for safety and protection against fraud from unknown numbers. The MNU shall be able to know that the personal calling is genuine, especially before making financial transactions, or OTP verification process.
[0066] Description Section 5:- System for complain against any mobile number: - The section on the central -portal shall enable the MNU to lodge any complaint about any mis-use by any MNU as per the system discussed in further detail in section 08 of the Drawing section.The central-portal shall facilitate that any MNU can put any complain for mis-use or fraud by any mobile-number holder. This shall facilitate that such mobile- holders identity who engages in frequent misuse can be assessed and made known. This shall work as an easy way of complaint in the sector of mobile- network services. The portal shall provide for a system that any MNU making a complaint against any MNU shall upload the photo of call received / SMS received from the mobile-number against whom the complaint is made.
[0067] Description Section 6:- System for listing of mobile services providers (MSP):- The system provides for listing of MSPs registered as mobile -network services providers with respective countries to enable MNUs to get the related information of all MSPs at one place.This section shall facilitate that mobile -network services providers shall be presented by the portal for information to the MNU, to facilitate MNU to select the best suited MSP for them.This section of the central portal shall work as a ready reference for the MNU in knowing about the MSP and the plans offered by them, so that a MNU can take informed decisions for selecting a MSP.The listing of MNU shall be made, on the central -portal, as provided in FIG 09:01 of the Drawing section, in such a way that a link shall be available against eachMSP which shall take the MNU to the website of the selected MSP, where the plans offered by the MSP are made available by respective MSPs.Each MSP shall be provided a three digit code for identification on the portal, to be auto-generated in running order while MSP registers them on the portal or with the designated agency for the purpose. The process of registration of MSP is provided in the Drawing section FIG 09:02.
[0068] System of management of category-specific mobile-numbers:-The system envisages that any mobile-number allocated by the central portal / Platform, except for temporary number allocated to any foreign travelers, shall be a dedicated number for such MNU. When any MNU surrenders any such mobile-number due to any reason, such number shall kept for under lock-in for a period of 10 years and shall not be allocated to any other MNU, to avoid confusions and mis-uses. The period of lock-in of any mobile-number surrendered by any MNU is country specific and can be amended as per the requirements of the respective countryThe dedicated category specific mobile-number so allocated by the central portal to any MNU shall be permanently with the respective MNU, for life-long, unless surrendered.In case the MNU surrenders the mobile-number already allocated due to any inconvenience or valid reason, such numbers shall be kept in lock-in as above. The number shall be surrendered for a valid reason, as under, but not limited to:-The valid reasons for categories except the personal category users can be closure / merger of business / department or any other justified reason which may include that the number is being misused.For personal category number: -■ Harassment by other persons on regular basis■ Any other valid acceptable reasonsThe MNU surrendering and requesting for a new mobile-number has to justify the reason of surrendering the old number.The personal category users applying for multiple numbers, specially Red- flagged MNUs, as per section 5 above, shall be allocated new / multiple numbers only after approval from the cyber cafe cell of the police department / or any other govt authority authorised by the central govt of the respective country.The process of a dedicated mobile number shall ensure that MNUs are not allocated multiple numbers unnecessary, and does not go for unnecessary changes, to prevent miss-uses.

We Claim:
1. A computer implemented system for allocation of user category specific Mobile numbers, through a central portal / agency, characterised by- A server computer equipped with a processing unit, a network port,- Access Unit to access country specific central portal / platform / agency for allocation and management of mobile numbers- one or more data storage units, comprising and configured of:-A. A System of allocation of user-category specific Mobile number, operated through the country specific central portal / platform / agency for allocation and management of mobile-numbers,- System of online application by mobile-number holder for allocation of user category specific mobile-number, related relevant data and documents uploading facility for KYC, and other related verifications- System for online Tracking of status of Application regarding allocation of user category-Specific Mobile Numbers.System of verification of MNUs for specific categories through the centralised government bodies for respective country.B. A system of category specific Mobile number wherein the first digit of mobile number of the MNUs indicates category of the user, for example:-• Banking and Finance Category users :- 1• Government Category users :- 2• Insurance category users :- 3• Travel and Transportation:- 4• Business category - registered:- 5• Business category - un-registered :- 6• Personal category:- 7• Marketing categories:- 8• Foreign Traveler category:- 9C. System of linking of user-specific pre-allocated mobile numbers by the central portal / agency, to SIM by the designated MSP (Mobile Network services providers / Operators)2. As per the system claimed in claim 1, a system to provide a dedicated mobile number to MNUs (natural person or a legal entity), and thereby limiting frequent changes in the mobile-numbers to the category- specific-MNU.
3. As per the system claimed in claim 1, an efficient system for managementof mobile-numbers, related data of mobile-number holder and related SIM card details, on a centralportal / agency.
4. As per the system claimed in claim 1, a system of identification of the mobile numberholder for category specific users through the centralised portal / platform / agency.
5. As per the system claimed in claim 1, the system for enabling the mobile users to report compliant regarding misuse, threats on mobile, frauds through mobile etc., on the central portal / platform / agency.
6. As per the system claimed in claim 1, the system to provide listing of MSP (Mobile Network services providers / Operators) on the central portal / platform / designated agency.
