Abstract

To provide an encoding and decoding apparatus, as well as an encoding and decoding method for block partitioning and signaling partitioning parameters.SOLUTION: A decoding method includes: receiving a bitstream including data representing an image region, an image region header of the image region and a sequence parameter set (SPS); acquiring an override validation flag, from the SPS of the bitstream, indicating whether it is valid to partition a block of the image region according to first partition constraint information from the image region header; and, when a value of the override validation flag is a validation value, in order to partition the block from the image region header, acquiring an override flag indicating whether to use the first partition constraint information from the image region header or second partition constraint information from the SPS.SELECTED DRAWING: Figure 11
