A current pattern characteristic value calculation unit 104 calculates a current pattern characteristic value 176 on the basis of extracted current pattern information 175 indicating the extracted current pattern. A fuse degradation acceleration coefficient calculation unit 105 calculates a degradation acceleration coefficient (ACC) of the fuse 171 on the basis of the current pattern characteristic value 176.
