Abstract

To provide a management device capable of generating a state transition model through which easily generates information to be used to control an object to be controlled.SOLUTION: A management device 10 includes: a data acquisition unit 11 that acquires learning data including time series data on the operation of a plant 20; a state definition determination unit 14c that assigns a predetermined index corresponding to each state of the plant 20 based on the acquired learning data; and a model generation unit 14d that generates a state transition model that includes transition probabilities between the state of the plant 20 based on the acquired learning data and the assigned predetermined indexes.SELECTED DRAWING: Figure 1
