To provide a fall detection system, a fall detection method, and a fall detection program capable of preventing false alarm while appropriately detecting a fallen person even when a stop position of a train is deviated from a predetermined stop position.SOLUTION: A fall detection system 10 includes a stopping position determination unit 113 that determines whether or not a train has stopped at a predetermined stopping position on a platform, and a fall detection area setting unit 114 that sets a first gap fall detection area corresponding to a vehicle body shape of a vehicle of the train in a gap when the train has stopped at the predetermined stopping position, and sets a second gap fall detection area having a certain width from a side end of the platform and a width narrower than the first gap fall detection area in the gap when the train has stopped at a position deviated from the predetermined stopping position.SELECTED DRAWING: Figure 2
