To improve a CO2 emission reduction effect while utilizing merits of both a gas boiler and an electric boiler by making the gas boiler and the electric boiler cooperate with each other.SOLUTION: In a control unit 11 of a management server 10 constituting a boiler operation optimizing system, a gas boiler information acquiring unit 111 acquires gas boiler information including at least information for specifying a CO2 emission reduction effect of a gas boiler that consumes gas, an electric boiler information acquiring unit 112 acquires electric boiler information including at least information for specifying a CO2 emission reduction effect of an electric boiler that consumes electric power, and an operation control unit 114 controls operations of the gas boiler and the electric boiler on the basis of respective CO2 emission reduction effects of the gas boiler and the electric boiler specified from the acquired gas boiler information and electric boiler information.SELECTED DRAWING: Figure 3
