Abstract

To provide a deflection element of a terahertz wave which can be easily manufactured, and a manufacturing method of the deflection element.SOLUTION: The deflecting element 10 deflects the terahertz wave. A deflection element 10 includes a periodic structure 12 in which a unit cell array through which a terahertz wave is transmitted is one period. The unit cell array includes a plurality of unit cells arranged in a certain order. Each of the plurality of unit cells is smaller than the wavelength of the terahertz wave, and gives a transmission phase corresponding to the unit cell to the terahertz wave transmitted through the inside of the unit cell.
