[Solution] The present invention relates to an underwater adhesive comprising a silicate-based binder, a sacrificial agent containing a silane having two or more hydrolyzable groups per molecule or a partial hydrolysis condensate of the silane, calcium carbonate, and a silicone rubber whose main component is an organopolysiloxane having hydroxyl groups at both ends of the molecular chain.
