[Solution] A vibration damping system having a vibration damping device provided on a frame structure supported by a plurality of tension members, wherein the plurality of tension members include a first tension member and a second tension member, and when the frame structure deforms due to an external force in a predetermined direction, a second axial prestress is introduced so that a compressive force does not act on the second tension member when a tensile force acts on the first tension member, and a first axial prestress is introduced so that a compressive force does not act on the first tension member when a tensile force acts on the second tension member, and the vibration damping device comprises a deformable frame member that deforms due to the tensile force acting on the first tension member or the second tension member when the frame structure deforms due to vibration, and a damper connected to the deformable frame member that dampens the vibration in accordance with the deformation of the deformable frame member.
