[Solution] The on-board device 10 is installed on a railway vehicle with the irradiation direction facing forward and includes a point cloud data acquisition unit 151 that acquires point cloud data from a measuring device that irradiates and receives pulsed light and generates point cloud data in three-dimensional space based on the distance to the front and the received light brightness; a first area setting unit 153 that sets a first area in three-dimensional space that is in a first forward direction and satisfies a first distance condition; and a first determination unit 157 that determines the presence or absence of an object based on the number of coordinate points among the coordinate points constituting the point cloud data that are located within the first area and the received light brightness related to the coordinate points located within the first area.
