Abstract

This invention provides a broadcasting system, a playlist generation device, and a method for flexible advertising management. [Solution] The broadcasting system includes an advertising material management device that stores advertising materials for multiple advertisements, and an advertising playlist generation device 4 that generates an advertising playlist of advertising slots for advertising broadcast time periods in which multiple advertisements can be broadcast. The advertising playlist generation device 4 includes an advertising playlist request acquisition unit 51 that acquires advertising playlist requests from the advertising material management device, an advertising playlist generation unit 55 that, in response to the request, generates an advertising playlist that includes advertising material identification information included in the advertising playlist request and the position which is the broadcast order of the advertisement, and a managed advertising bid management unit 57 that manages bids for managed advertising. The advertising playlist generation unit 55 prioritizes the placement of positions in the advertising playlist from guaranteed advertisements, and places the successfully bid-for managed advertising in the available positions other than those where guaranteed advertisements are placed.
