The first selection unit uses return position information indicating the return position to which the mobile body will be returned to select a first replenishment facility where the mobile body should replenish its energy. The second selection unit uses reference position information indicating the reference position to select a second replenishment facility when the distance the mobile body can travel based on its remaining energy is shorter than the distance from the reference position, which is the position of the mobile body at the time the remaining energy is determined, to the first replenishment facility. The route generation unit generates route information from the mobile body's current position to the return position, passing through the second replenishment facility and the first replenishment facility in that order. The output unit outputs the route information.
