To improve the efficiency of plant equipment operations. [Solution] A control device 2 according to one aspect of the present disclosure is a control device 2 for a plant facility 3, comprising: an acquisition unit 100 that acquires component information relating to target components of waste generated by a pretreatment that reduces the target components, which include at least one of the water, alkaline components, and chlorine-based components of the fuel used in the plant facility 3; and an operation control unit 104 that controls the operation of the plant facility 3 based on the component information.
