The system according to this embodiment aims to consolidate requests for solutions to problems and handle everything from requesting services from vendors to placing orders and paying remuneration in a consistent manner. [Solution] The system according to the embodiment comprises a reception unit, an analysis unit, a request unit, a creation unit, an ordering unit, and a payment unit. The reception unit collects requests for the task. The analysis unit analyzes the requests collected by the reception unit. The request unit makes a request to a vendor based on the requests analyzed by the analysis unit. The creation unit creates a requirements document for the vendor requested by the request unit. The ordering unit places an order with the vendor based on the requirements document created by the creation unit. The payment unit pays the remuneration based on the results of the work ordered by the ordering unit.
