Decoder for signaling subpictures within a sequence parameter set, and corresponding method

Abstract

To improve the efficiency of bitstream utilization and decoding. [Solution] A coding method, decoder, and encoder performed by a decoding device are disclosed, the method comprising the steps of: obtaining a bitstream; obtaining the value of syntax element sps_num_subpics_minus1 by parsing the bitstream; and obtaining the value of syntax element sps_independent_subpics_flag from the bitstream when the value of syntax element sps_num_subpics_minus1 is greater than a preset value.
