To provide a gas barrier laminate and a packaging material using the same, which exhibits excellent coating suitability for water-soluble heat seal varnish and whose gas barrier performance does not deteriorate after mechanical deformation such as stretching or bending. [Solution] A gas barrier laminate in which at least a gas barrier coating layer and a seal layer are laminated on a substrate in this order, wherein the gas barrier coating layer contains 70-95% by mass of a water-soluble polymer and 5-30% by mass of a flake-like filler, the aspect ratio of the flake-like filler is 50 or more, the seal layer consists of a water-soluble heat seal varnish, the water-soluble heat seal varnish is an aqueous polyolefin resin having at least one selected from carboxyl groups, salts of carboxyl groups, carboxylic acid anhydride groups and carboxylic acid esters, and the gas barrier coating layer contains metal alkoxides and their hydrolysates, the content of metal alkoxides and their hydrolysates and flake-like fillers in the gas barrier coating layer is 5-30% by mass.
