[0005] The present inventor has found that in a composition containing 8% by mass or more of an ultraviolet ray scattering agent in an oil-in-water type external composition, depending on the composition, when brought into contact with the living body surface, there are new problems such as a squeaking feeling, the generation of various lumps (debris) due to rubbing with the skin, or the generation of a dry feeling over time. If the composition causes such problems during use, the user cannot use it comfortably, and it is impossible to apply the composition containing the ultraviolet ray scattering agent over a wide area of the living body surface to protect against ultraviolet rays.

2. Furthermore, the oil-in-water type external composition according to claim 1, further comprising (D) a water-soluble polysaccharide.
3. Furthermore, the oil-in-water type external composition according to claim 1 or 2, further comprising (E) a higher alcohol having 14 to 20 carbon atoms.
4. The oil-in-water type topical composition according to claim 1 or 2, wherein the (A) ultraviolet scattering agent is hydrophobized with an alkoxysilane.
5. The oil-in-water external composition according to claim 1 or 2, wherein component (A) and component (B) are dispersed in an oil phase.
6. The topical skin composition according to claim 1 or 2, wherein the ratio of the total content of component (B) to component (A) is 0.005 to 1 part by mass.
7. A topical skin composition according to claim 1 or 2, which substantially does not contain an ultraviolet light absorbing agent.
8. The oil-in-water type external composition according to claim 1 or 2, further comprising polyglycerin fatty acid esters other than (F) and (B).
