Embodiments described herein generally relate to systems and methods for providing a cloud environment for use by tenants of a cloud infrastructure environment in accessing software products, services, or other offerings related to the environment, including methods for defining and enforcing service control policies targeting services and service functions. According to embodiments, the system includes a service control repository or service catalog that provides definitions of services and service functions, along with service control policies or rules that define the availability of service functions or access to service functions. A service control policy framework, including a function management service, determines different entities that can control the availability of a particular service or service function to end users by referencing a hierarchy of entities that define service control policies.
