To provide base paper for paper containers that can achieve both formability and drop impact resistance.SOLUTION: A base paper for paper containers has a paper substrate containing pulp, the pulp being obtained by disintegrating the base paper for paper containers into fibers, wherein the length-weighted average fiber length of the pulp is between 0.7 mm and 1.5 mm in the measurement of the fiber length of the pulp in accordance with ISO 16065-2:2007, and the fibers with a fiber length of less than 0.6 mm account for between 28 and 57% by number of the fibers contained in the pulp, and the fibers with a fiber length of 0.6 mm or more account for between 43 and 72% by number of the fibers contained in the pulp.SELECTED DRAWING: None
