Abstract

An objective of the present disclosure is to provide a communication device that can provide communication services to terminals existing in the communication area formed by a base station where a trouble has occurred. A communication device (10) according to the present disclosure comprises: a detection unit (11) that detects a trouble of a base station (20) having established a connection with the communication device (10) in a first Public Land Mobile Network (PLMN); a connection management unit (13) that starts processing to establish a connection with a base station (30) when the trouble of the base station (20) is detected. The base station (30) is associated with the first PLMN and with a second PLMN that is different from the first PLMN.
