Abstract

A mosquito breeding control device, a mosquito breeding control system, and a mosquito breeding control method are provided, which are capable of suppressing mosquito breeding. [Solution] The mosquito breeding control device of the present invention comprises a first capsule part (22) that forms part of a capsule and is made of a water-soluble material; a second capsule part (24) that engages with the first capsule part to form an internal capsule space and is made of a water-soluble material; a partition plate (26) that divides the internal capsule space into a first capsule internal space part and a second capsule internal space part; a foaming agent (28) that is provided on one side of the first capsule internal space part or the second capsule internal space part and foams when it comes into contact with water; and oil (30) that is provided on the other side of the first capsule internal space part or the second capsule internal space part, and has the function of displacing the partition plate and the oil by foaming of the foaming agent, making it easier to form an oil film on the surface of a puddle.
