A polarization-state monitoring device (2000) identifies, for each of a plurality of partial periods included in a monitoring period, a state point, which is a point on a Stokes space indicating a polarization state of an optical reception signal (20) in the partial period. The polarization-state monitoring device (2000) calculates change amount data representing a magnitude of a change in the polarization state of the optical reception signal (20) for each of a plurality of pairs of the state points. The polarization-state monitoring device (2000) calculates change speed data representing a speed of the change in the polarization state of the optical reception signal (20). Here, the polarization-state monitoring device (2000) performs selection of a calculating method of the change speed data, changing of a length of the partial period, or changing of a length of an interval between the partial periods on the basis of a plurality of pieces of the change amount data.
