To solve a problem of high power consumption in conventional cooling devices using plasma actuators.SOLUTION: In a heat sink H in which a plurality of fins 2 are arranged, a method for controlling an airflow in a flow path 3 formed between the fins 2, includes: arranging one plasma actuator P1 and the other plasma actuator P2, respectively for one fin 2 and the other fin 2 forming the flow path 3, in a direction that generates an induced air flow F2 in a direction along a main flow F1 in the flow path 3; intermittently generating the induced air flow F2 by burst driving each of the one plasma actuator P1 and the other plasma actuator P2; and intermittently generating a vortex flow V due to interference between the main flow F1 and the induced air flow F2 in the flow path 3.
