To associate a transmission image photographed at an appropriate timing regardless of the state of a baggage with an image of a baggage.SOLUTION: An appearance image acquisition unit 402 repeatedly photographs and acquires with a camera an appearance image of a baggage passing through a visible-light photographing area. A transmission image acquisition unit 403 repeatedly photographs and acquires with an inspection device a transmission image of the baggage passing through a transmission photographing area.
