An embodiment of the present disclosure relates to handling a QoE session that remains in RRC-IDLE mode. An access network device determines that a terminal device will perform quality of experience (QoE) measurement collection after disconnection from a first access network device, and based on the terminal device's determination to perform QoE measurement collection after disconnection, transmits a QoE context identifier to the terminal device that identifies QoE context information to be used for QoE measurement collection, and transmits the QoE context identifier and the QoE context information to a core network device. As provided in the present disclosure, the stored QoE report can be transmitted to a new serving gNB and then transmitted to an MCE.
