Abstract

To efficiently encode information about a temporal sub-layer.SOLUTION: An encoding device (100) comprises a circuit (a1) and a memory (a2) connected to the circuit (a1). The circuit (a1), in operation, stores first information indicating the number of temporal sub-layers in a buffering period SEI message and generates a bitstream comprising the buffering period SEI message and a picture timing SEI message. The buffering period SEI message includes a first loop structure repeated the number of times indicated by the first information, in which each first loop includes an initial delay of a timing of extracting data from the CPB, and the picture timing SEI message includes a second loop structure repeated the number of times indicated by the first information, in which each second loop includes a parameter related to a timing of extracting data from the CPB.SELECTED DRAWING: Figure 49
