To provide a rubber composition excellent in on-ice performance and storage stability, and a tire.SOLUTION: The rubber composition contains: a diene rubber containing a natural rubber; silica; and a modified liquid diene polymer having a specific functional group in the main chain and having a weight average molecular weight of 1,000-100,000. The content of the natural rubber is 20 pts.mass or more in 100 pts.mass of the diene rubber. The diene rubber has an average glass transition temperature of -50°C or lower. The content of the silica is 30-70 pts.mass based on 100 pts.mass of the diene rubber. The content of the modified liquid diene polymer is 1-25 mass% of the content of the silica.
