To provide an engine control device and an engine device that enable stable self-propulsion in a limp home mode of an engine.SOLUTION: An engine control device 2 comprises: a rotation speed detection unit 24 that detects an engine rotation speed; and a calculation unit 21 that calculates the opening of a throttle valve 61 by an electronic throttle mechanism 6 and an amount of fuel injected by an injector 31.
