To suppress at least one of communication cost and analysis cost.SOLUTION: A congestion detection system (1) comprises: a travel data acquisition section (111) which acquires travel data from each of a plurality of vehicles; a first detection section (112) which generates first congestion detection information based on at least a part of the acquired travel data; an image acquisition section (116, 21) which acquires image information relating to a peripheral image of at least one vehicle in the plurality of vehicles; a determination section (113) which determines whether or not to utilize the image information for congestion detection on the basis of a certainty factor relating to the first congestion detection information; a second detection section (117, 21) which generates second congestion detection information using the image information acquired by the image acquisition section in a case where it is determined by the determination section that the image information is utilized for the congestion detection; and a generation section (118) which generates third congestion detection information on the basis of the second congestion detection information.SELECTED DRAWING: Figure 1
