The state estimation system includes: an acquisition unit 11 that acquires an image obtained by photographing the outdoor illumination device 5 and location information indicating a photographing place of the image; an image analysis unit 12 that analyzes the image acquired by the acquisition unit 11 and estimates an abnormality level of the outdoor illumination device 5 as the state of the photographed outdoor illumination device 5; and a storage unit 13.
