An estimate rainfall information identification section 32 of the information processing device 30 identifies estimate rainfall information a fixed time ahead after the environment sensor 20 starts acquiring rainfall information. Based on the estimate rainfall information identified by the estimate rainfall identification section 32, environment information acquisition place information on a place where the environment sensor 20 having acquired the rainfall information which is the base of the estimate rainfall information is installed and at least resident physical information in resident information recorded by a resident information recording section 31 in a residence area corresponding to the environment information acquisition place information relating to the rainfall information which is the base of the estimate rainfall information, a preferential evacuation resident extraction section 33 of the information processing device 30 extracts a residence, who should be evacuated preferentially, from among residents included in the resident information.SELECTED DRAWING: Figure 1
