Abstract

To provide a control device, robot system, control method, and program which contribute to social operation of a robot.SOLUTION: A control section monitors knowledge data which is accumulation of element information relating to an operation environment of a robot, specifies conspicuity relating to the element information of a relevant item when the element information of a predetermined item changes, and operates the robot on the basis of an operation plan relating to the conspicuity specified from the relating data indicating correlation at least between the conspicuity and the operation plan of the robot.
