[Solution] A heater unit having a substrate (15), a ceramic PTC heating element (11), a first electrode terminal (13a), a second electrode terminal (13b), a first lead wire (19a), and a second lead wire (19b), wherein the substrate (15) has a recess (15c) formed therein that fits the shape of the PTC heating element (11), the PTC heating element (11) and the second electrode terminal (13b) are arranged within the recess (15c), the first electrode terminal (13a) covers the surface of the substrate (15) where the recess (15c) is formed, the substrate (15) has a peripheral wall (15w) formed therein that surrounds the recess (15c), and a lead wire insertion portion (15r) is formed by cutting out a portion of the peripheral wall (15w), and the first lead wire (19a) is clamped and held between the first electrode terminal (13a) and the lead wire insertion portion (15r).
