A system which determines the production order when producing a plurality of types of circuit boards in order by type of board, comprises: a first circuit board selection unit that selects a circuit board with the shortest production time from among the plurality of types of circuit boards; and a first circuit board determination unit that determines a circuit board of a board type to be produced next after the circuit board of the board type selected by the first circuit board selection unit. The first circuit board determination unit calculates the commonality between component types of a plurality of components used when producing circuit boards of board types selected by the first circuit board selection unit and component types of a plurality of components used when producing circuit boards of board types not selected by the first circuit board selection unit for each board type for circuit boards of the board types not selected by the first circuit board selection unit, and determines the circuit board of the board type with the highest calculated component commonality as the circuit board of the board type to be produced after the circuit board of the board type selected by the first circuit board selection unit.
