Description

Technology Field

[0001] The present disclosure relates to a method and apparatus for mitigating RRM measurement in a wireless communication system. Background Technology

[0002] To meet the demand for wireless data traffic, which is increasing explosively due to the commercialization of 4G communication systems and the growth of multimedia services, improved 5G communication systems or pre-5G communication systems are being developed. For this reason, 5G communication systems or pre-5G communication systems are referred to as communication systems beyond 4G networks or systems after LTE systems.

[0003] To increase data transmission rates, 5G communication systems are being considered for implementation in the mmWave band (e.g., the 60 GHz band). To mitigate path loss and increase transmission distance in the mmWave band, beamforming, massive MIMO, full Dimensional MIMO (FD-MIMO), array antenna, analog beamforming, and large-scale antenna technologies are being discussed for 5G communication systems.

[0004] In addition, to improve the network performance of the system, technologies such as advanced small cell, advanced small cell, cloud radio access network (cloud RAN), ultra-dense network, Device to Device communication (D2D), wireless backhaul, moving network, cooperative communication, Coordinated Multi-Points (CoMP), and interference cancellation are being developed in 5G communication systems. Furthermore, in 5G systems, advanced coding modulation (ACM) methods such as Hybrid FSK and QAM Modulation (FQAM) and Sliding Window Superposition Coding (SWSC), as well as advanced access technologies such as Filter Bank Multi Carrier (FBMC), Non-Orthogonal Multiple Access (NOMA), and Spare Code Multiple Access (SCMA), are being developed.

[0005] Meanwhile, the Internet is evolving from a human-centered network where humans generate and consume information into an IoT (Internet of Things) network that processes information by exchanging it among distributed components, such as objects. IoE (Internet of Everything) technology, which combines IoT with Big Data processing techniques via connections with cloud servers, is also emerging. To implement IoT, technological elements such as sensing technology, wired and wireless communication and network infrastructure, service interface technology, and security technology are required; consequently, technologies such as sensor networks, Machine-to-Machine (M2M) communication, and Machine-Type Communication (MTC) are currently being researched to facilitate the connection of objects. In an IoT environment, intelligent IT services that create new value for human life by collecting and analyzing data generated from connected objects can be provided. Through the convergence and integration of existing IT technologies with various industries, IoT can be applied to fields such as smart homes, smart buildings, smart cities, smart or connected cars, smart grids, healthcare, smart home appliances, and advanced medical services.

[0006] Accordingly, various attempts are being made to apply 5G communication systems to IoT networks. For example, technologies such as sensor networks, Machine to Machine (M2M), and Machine Type Communication (MTC) are being implemented using 5G communication techniques such as beamforming, MIMO, and array antennas. The application of cloud RAN as a big data processing technology, as previously explained, can also be considered an example of the convergence of 5G and IoT technologies.

[0007] As a result of the aforementioned developments and advancements in wireless communication systems, it has become possible to provide various services; consequently, measures are required to smoothly support services, particularly those related to RRM (radio resource management) measurements. The problem to be solved

[0008] The disclosed embodiment aims to provide an apparatus and method capable of effectively providing services in a mobile communication system. means of solving the problem

Also, in the embodiment, the '~part' may include one or more processors.

[0018] In describing the present disclosure below, if it is determined that a detailed description of related known functions or configurations could unnecessarily obscure the essence of the present disclosure, such detailed description will be omitted.

[0019] Terms used in the following description to identify connection nodes, terms referring to network entities, terms referring to messages, terms referring to interfaces between network entities, terms referring to various identification information, etc., are examples provided for the convenience of explanation. Accordingly, the present disclosure is not limited to the terms described below, and other terms referring to objects having equivalent technical meanings may be used.

[0020] For convenience of explanation, the present disclosure uses terms and names defined in the 3GPP LTE (3rd Generation Partnership Project Long Term Evolution) standard. However, the present disclosure is not limited to the above terms and names and may be applied equally to systems conforming to other standards. In the present disclosure, eNB may be used interchangeably with gNB for convenience of explanation. That is, a base station described as eNB may represent a gNB. As a future communication system following LTE, namely a 5G communication system, it must be able to freely reflect the diverse requirements of users and service providers; therefore, services that simultaneously satisfy these diverse requirements must be supported. Services considered for 5G communication systems include Enhanced Mobile Broadband (eMBB), Massive Machine Type Communication (mMTC), and Ultra Reliability Low Latency Communication (URLLC).

[0021] According to one embodiment, eMBB may aim to provide a data transmission speed that is higher than the data transmission speed supported by existing LTE, LTE-A, or LTE-Pro. For example, in a 5G communication system, eMBB must be able to provide a peak data rate of 20 Gbps in the downlink and a peak data rate of 10 Gbps in the uplink from the perspective of a single base station. In addition, the 5G communication system may need to provide a user-perceived data rate while simultaneously providing the peak data rate. To satisfy these requirements, the 5G communication system may require improvements in various transmission and reception technologies, including enhanced Multi-Input Multi-Output (MIMO) transmission technology. Furthermore, while current LTE transmits signals using a maximum transmission bandwidth of 20 MHz in the 2 GHz band, the 5G communication system can satisfy the data transmission speed required by the 5G communication system by using a frequency bandwidth wider than 20 MHz in frequency bands of 3 to 6 GHz or above 6 GHz.

[0022] Simultaneously, mMTC is being considered to support application services such as the Internet of Things (IoT) in 5G communication systems. To efficiently provide IoT services, mMTC may require support for a large number of terminal connections within a cell, improved terminal coverage, enhanced battery life, and reduced terminal costs. Since IoT devices are attached to various sensors and equipment to provide communication functions, the system must be able to support a large number of terminals within a cell (e.g., 1,000,000 terminals / km²). Furthermore, due to the nature of the service, terminals supporting mMTC are likely to be located in dead zones not covered by cells, such as building basements; therefore, wider coverage may be required compared to other services provided by 5G communication systems. Terminals supporting mMTC must consist of low-cost devices, and since it is difficult to frequently replace terminal batteries, a very long battery life of 10 to 15 years may be required.

[0023] Finally, URLLC is a mission-critical cellular-based wireless communication service that can be used for services such as remote control of robots or machinery, industrial automation, unmanned aerial vehicles, remote health care, and emergency alerts. Therefore, the communication provided by URLLC may need to offer very low latency and very high reliability. For example, services supporting URLLC must satisfy an air interface latency of less than 0.5 milliseconds and may simultaneously require a packet error rate of 10⁻⁵ or less. Consequently, for services supporting URLLC, 5G systems must provide a Transmit Time Interval (TTI) smaller than other services, and design considerations may be required to allocate wide resources in the frequency band to ensure the reliability of the communication link.

[0024] The three services considered in the aforementioned 5G communication system, namely eMBB, URLLC, and mMTC, can be multiplexed and transmitted within a single system. In this case, different transmission and reception techniques and parameters may be used between the services to satisfy the different requirements of each service. However, the aforementioned mMTC, URLLC, and eMBB are merely examples of different service types, and the service types to which the present disclosure applies are not limited to the examples mentioned above.

[0025] In addition, although embodiments of the present disclosure are described below using LTE, LTE-A, LTE Pro, or 5G (or NR, next-generation mobile communication) systems as examples, embodiments of the present disclosure may be applied to other communication systems having similar technical backgrounds or channel types. Furthermore, embodiments of the present disclosure may be applied to other communication systems with some modifications made at the discretion of a person with skilled technical knowledge, without significantly departing from the scope of the present disclosure.

[0026] Embodiments of the present disclosure will be described below with reference to the attached drawings.

[0027] FIG. 1a is a drawing illustrating the structure of an LTE system according to one embodiment of the present disclosure.

[0028] Referring to FIG. 1a, as illustrated, the wireless access network of the LTE system consists of a next-generation base station (Evolved Node B, hereinafter ENB, Node B or base station) (1a-05, 1a-10, 1a-15, 1a-20), an MME (1a-25, Mobility Management Entity), and an S-GW (1a-30, Serving-Gateway). A user terminal (User Equipment, hereinafter UE or terminal) (1a-35) connects to an external network through the ENB (1a-05 ~ 1a-20) and the S-GW (1a-30).

[0029] In FIG. 1a, the ENBs (1a-05 to 1a-20) correspond to the existing Node B of the UMTS system. The ENBs are connected to the UEs (1a-35) via a wireless channel and perform more complex roles than the existing Node B. In LTE systems, since all user traffic, including real-time services such as VoIP (Voice over IP) via the Internet Protocol, is serviced through a shared channel, a device is required to aggregate status information such as the buffer status, available transmission power status, and channel status of the UEs to perform scheduling; this is handled by the ENBs (1a-05 to 1a-20). A single ENB typically controls multiple cells. For example, to achieve a transmission speed of 100 Mbps, the LTE system uses Orthogonal Frequency Division Multiplexing (hereinafter referred to as OFDM) as a wireless access technology, for instance, in a 20 MHz bandwidth. In addition, an Adaptive Modulation & Coding (hereinafter referred to as AMC) method is applied to determine the modulation scheme and channel coding rate according to the channel conditions of the terminal. The S-GW (1a-30) is a device that provides data bearers and creates or removes data bearers under the control of the MME (1a-25). The MME (1a-25) is a device that is responsible for various control functions as well as mobility management functions for the terminal and is connected to multiple base stations.

[0048] - RLC SDU deletion function (RLC SDU discard (only for UM and AM data transfer))

[0049] - RLC re-establishment function

[0050] MAC (1b-15, 1b-30) is connected to multiple RLC layer devices configured in a terminal and performs the operation of multiplexing RLC PDUs into MAC PDUs and demultiplexing RLC PDUs from MAC PDUs. The main functions of MAC are summarized as follows.

[0061] FIG. 1c is a drawing illustrating the structure of a next-generation mobile communication system according to one embodiment of the present disclosure.

[0062] Referring to FIG. 1c, as illustrated, the wireless access network of a next-generation mobile communication system (hereinafter NR or 5G) consists of a next-generation base station (New Radio Node B, hereinafter NR gNB or NR base station) (1c-10) and an NR CN (1c-05, New Radio Core Network). A user terminal (New Radio User Equipment, hereinafter NR UE or terminal) (1c-15) connects to an external network through the NR gNB (1c-10) and the NR CN (1c-05).

The NR CN (1c-05) performs functions such as mobility support, bearer configuration, and QoS configuration. The NR CN is a device responsible for various control functions as well as mobility management functions for the terminal, and is connected to multiple base stations. Furthermore, the next-generation mobile communication system can be interoperable with existing LTE systems, and the NR CN is connected to the MME (1c-25) via a network interface. The MME (1c-25) is connected to the existing base station eNB (1c-30).

Additionally, the RLC PDUs mentioned above may be processed in the order of receipt (regardless of the order of sequence numbers, but in the order of arrival) and delivered to the PDCP device out of order (out-of-sequence delivery). In the case of segments, segments stored in a buffer or to be received later may be received, reconstructed into a single complete RLC PDU, processed, and then delivered to the PDCP device. The above NR RLC layer may not include a concatenation function, and the function may be performed in the NR MAC layer or replaced by the multiplexing function of the NR MAC layer.

[0097] In the above, the out-of-sequence delivery function of the NR RLC device refers to a function of delivering RLC SDUs received from a lower layer directly to an upper layer regardless of order. It may include a function of reassembling and delivering them when a single RLC SDU is received divided into multiple RLC SDUs, and may include a function of storing the RLC SN or PDCP SN of the received RLC PDUs and sorting the order to record the lost RLC PDUs.

[0098] The NR MAC (1d-15, 1d-30) can be connected to multiple NR RLC layer devices configured in a terminal, and the main functions of the NR MAC may include some of the following functions.

[0099] - Mapping function (Mapping between logical channels and transport channels)

[0100] - Multiplexing and demultiplexing functions (Multiplexing / demultiplexing of MAC SDUs)

[0101] - Scheduling information reporting function

[0102] - HARQ function (Error correction through HARQ)

[0103] - Priority handling between logical channels of one UE

[0104] - Priority handling between UEs by means of dynamic scheduling

[0105] - MBMS service identification

[0106] - Transport format selection function

[0107] - Padding

[0108] The NR PHY layer (1d-20, 1d-25) can perform the operation of channel coding and modulating upper layer data, creating OFDM symbols and transmitting them over a wireless channel, or demodulating OFDM symbols received through a wireless channel and channel decoding them to transmit them to the upper layer.

[0109] FIG. 1e is a diagram illustrating, according to one embodiment of the present disclosure, a procedure in which a base station disconnects a terminal so that the terminal switches from an RRC connection mode (RRC_CONNECTED) to an RRC idle mode (RRC_IDLE) or an RRC inactive mode (RRC_INACTIVE), and a procedure in which a base station broadcasts system information including cell reselection information.

[0110] Referring to FIG. 1e, the terminal (1e-01) may be in RRC connection mode (1e-05).

[0111] In step 1e-10, the RRC connection mode terminal (1e-01) may receive an RRC connection release message (RRCRelease) from the base station (1e-02). Depending on whether the received RRC connection release message includes suspension configuration information (suspendConfig), the RRC connection mode terminal may transition to an RRC disable mode or an RRC idle mode. That is, if the RRC connection mode terminal includes suspension configuration information in the RRC connection release message, it may transition to an RRC disable mode, and if not, it may transition to an RRC idle mode (1e-11).

[0112] In step 1e-10, the base station (1e-02) may include cell reselection priority information (cellReselectionPriorities) in the RRC disconnection message. If cellReselectionPriorities is included in the RRC disconnection message, the terminal (1e-01) may store the cell reselection priority information provided by cellReselectionPriorities. Also, if the RRC disconnection message includes a t320 value, the terminal (1e-01) may set the timer value to the t320 value and drive the T320 timer. If cellReselectionPriorities is not included in the RRC disconnection message, the RRC idle mode or RRC disabled mode terminal may apply the cell reselection priority information broadcast from the system information (1e-20). That is, if cellReselectionPriorities is included in the RRC disconnection message, the terminal may ignore the cell reselection priority information provided by the system information. For reference, when the T320 timer expires, the above terminal may clear the cellReselectionPriorities included in the RRC disconnection message and apply the cell reselection priority information broadcast from the system information. Alternatively, if the T320 timer is running while the terminal is in an RRC idle state, and inter-RAT cell reselection (NR cell -> E-UTRA cell) occurs, the terminal may inherit the cellReselectionPriorities included in the RRC disconnection message and inherit the remaining T320 timer value.

[0113] The cellReselectionPriorities that can be included in the RRC disconnection message in step 1e-10 may include at least one of the following information.

[0114] - freqPriorityListEUTRA: Consists of a list of one or more EUTRA frequencies, and may include a CellReselectionPriority and / or CellReselectionSubPriority for each EUTRA frequency (ARFCN-ValueEUTRA). For reference, the CellReselectionPriority can be derived as CellReselectionPriority + CellReselectionSubPriority (if included / signaled), and this can be applied in the following description. freqPriorityListEUTRA may have the following ASN.1 structure.

[0115]

[0116] - freqPriorityListNR: Consists of a list of one or more NR frequencies and may include a cell reselection priority value for each NR frequency (ARFCN-ValueNR). freqPriorityListNR may have the following ASN.1 structure.

[0117]

[0118] - t320 timer value: The t320 timer value can be set to 5 minutes, 10 minutes, 20 minutes, 30 minutes, 60 minutes, 120 minutes, 180 minutes, or other values.

[0119]

[0120] In step 1e-15, the RRC idle mode or RRC disabled mode terminal can perform a cell selection process to find a suitable NR cell and camp on it. The cell that the RRC idle mode or RRC disabled mode terminal finds and camps on may be referred to as the serving cell. To perform the cell selection procedure, the terminal may receive system information (e.g., MIB and SIB1) broadcast by the cell. To perform the cell selection procedure, the RRC idle mode or RRC disabled mode terminal may measure the absolute signal strength of the cell (Reference Signal Received Power (RSRP, Qrxlevmeas)) and the relative signal quality of the cell (Reference Signal Received Quality (RSRQ, Qqualmeas)). That is, the terminal may derive the cell's reception level (Srxlev) and reception quality (Squal) using the parameters included in the system information received in step 1e-15. For example, the reception level and reception quality of a cell can be derived through the following mathematical formula 1.

[0121] <Mathematical Formula 1>

[0122] Srxlev = Q rxlevmeas - (Q rxlevmin + Q rxlevminoffset ) - P compensation - Qoffset temp,

[0123] Squal = Q qualmeas - (Q qualmin + Q qualminoffset ) - Qoffset temp.

[0124] For the definitions of the parameters used in Equation 1, refer to the 3GPP standard document "38.304: User Equipment (UE) procedures in Idle mode and RRC Inactive state". In the following, the contents of the 3GPP standard document may be applied in the same way to the embodiments of the present disclosure to which Equation 1 is applied.

[0125] In step 1e-20, a terminal in RRC idle mode or RRC disabled mode may receive system information including cell reselection information (e.g., SIB2, SIB3, SIB4 and / or SIB5). That is, regarding the cell reselection information, the base station may include cell reselection priority information by frequency per RAT and parameters related to legacy relaxed measurements in the system information. Specifically, regarding the cell reselection priority information by frequency per RAT, the terminal

[0126] - Cell reselection priority values (cellReselectionPriority and / or cellReselectionSubPriority) for the NR intra-frequency to which the current serving cell belongs via SIB2,

[0127] - Cell reselection priority values (cellReselectionPriority and / or cellReselectionSubPriority) for NR inter-frequencies different from the frequency to which the current serving cell belongs, via SIB4

[0128] - Cell reselection priority values (cellReselectionPriority and / or cellReselectionSubPriority) by inter-RAT frequency used by the current serving cell and other RATs via SIB5

[0129] It can receive, and for parameters related to legacy relaxed measurements

[0130] - Srxlev threshold (s-IntraSearchP) and Squal threshold (s-IntraSearchQ) for determining whether to relax NR intra-frequency measurements via SIB2, and Srxlev threshold (s-NonIntraSearchP) and Squal threshold (s-NonIntraSearchQ) for determining whether to relax equal priority NR inter-frequency measurements, lower-priority NR inter-frequency measurements, and lower-priority inter-RAT frequency measurements.

[0131] Can receive.

[0132] FIG. 1f is a diagram illustrating the operation of an RRC idle mode (RRC_IDLE) or RRC inactive mode (RRC_INACTIVE) terminal that measures surrounding cells by applying legacy relaxed measurement as part of performing a cell reselection evaluation procedure according to one embodiment of the present disclosure.

[0133] Referring to FIG. 1f, the terminal may be in RRC connection mode (1f-05).

[0134] In step 1f-10, the terminal can receive an RRC disconnection message (RRCRelease) from the base station.

[0135] In step 1f-15, the terminal may determine whether the received RRC disconnection message contains cellReselectionPriorities. The information included in cellReselectionPriorities may be determined according to the embodiments described above in this disclosure. If the RRC disconnection message contains cellReselectionPriorities, the terminal may perform step 1f-20, and if the message does not contain cellReselectionPriorities, the terminal may not perform step 1f-20.

[0136] In step 1f-20, the terminal can store cell reselection priority information provided by cellReselectionPriorities included in the RRC disconnection message. If the RRC disconnection message includes a t320 timer value, the terminal can drive the T320 timer with the t320 timer value.

[0137] In step 1f-25, the terminal may transition to an RRC idle mode or an RRC disabled mode. Whether the terminal transitions to an RRC idle mode or an RRC disabled mode may be determined according to the embodiments described above in the present disclosure.

[0138] A terminal that has transitioned to RRC idle mode or RRC disabled mode in step 1f-30 can perform a cell selection process to camp on to a suitable cell. The cell selection process can be determined according to the embodiments described above in this disclosure.

[0139] In step 1f-35, the terminal may receive system information including cell reselection information. For example, the terminal may receive cell reselection priority values by frequency per RAT and parameters related to relaxed measurement through the system information.

[0140] In step 1f-40, the terminal can determine whether to measure surrounding cells by applying legacy relaxed measurement according to predetermined conditions by applying cell reselection priority values by frequency per RAT and parameters related to relaxed measurement. If cellReselectionPriorities are included in the RRC disconnection message received in step 1f-10 and the T320 timer is running, the terminal can apply legacy relaxed measurement based on the cell reselection priority values included in the cellReselectionPriorities provided in the RRC disconnection message. If cellReselectionPriorities are not provided in the RRC disconnection message received in step 1f-10 or the T320 timer has expired, the terminal can apply legacy relaxed measurement based on the cell reselection priority values provided in the system information received in step 1f-35. Alternatively, if the T320 timer is running while the terminal is in an RRC idle state, and inter-RAT cell reselection (NR cell -> E-UTRA cell) occurs later, the terminal may inherit the cellReselectionPriorities included in the RRC disconnection message received in step 1f-10, inherit the remaining T320 timer value, and perform steps 1f-40 and beyond (replace NR intra-frequency with E-UTRAN intra-frequency, NR inter-frequency with E-UTRAN inter-frequency, and inter-RAT frequency with NR frequency). And when inter-RAT cell reselection (E-UTRAN cell -> NR cell) occurs, the terminal inherits cellReselectionPriorities, inherits the remaining T320 timer value, and can perform steps after 1f-40.

[0141] In step 1f-45, the terminal may determine whether the following condition 1 is satisfied in order to determine whether to perform NR intra-frequency measurements.

[0142] <Condition 1>

[0143] - The reception level (Srxlev) of the serving cell is S IntraSearchP It is larger than, and the reception quality (Squal) of the serving cell is S IntraSearchQ It is larger than

[0144] The terminal may not perform NR intra-frequency measurements if condition 1 is satisfied (1f-50). If condition 1 is not satisfied, the terminal performs NR intra-frequency measurements (1f-55).

[0145] In step 1f-60, the terminal may determine whether the following condition 2 is satisfied in order to determine whether to perform a measurement for each NR inter-frequency having a reselection priority value equal to or lower than the current NR frequency (i.e., serving frequency), or for each inter-RAT frequency having a reselection priority value lower than the current NR frequency.

[0146] - The reception level (Srxlev) of the serving cell is S nonIntraSearchP It is larger than, and the reception quality (Squal) of the serving cell is S nonIntraSearchQ It is larger than

[0147] If condition 2 is satisfied, the terminal may not perform measurements on NR intra-frequencies or inter-RAT frequency cells having a reselection priority value that is the same as or lower than the current NR frequency (i.e., serving frequency) (1f-65). If condition 2 is not satisfied, the terminal performs measurements on NR intra-frequencies or inter-RAT frequency cells having a low reselection priority value that is the same as or lower than the current NR frequency (i.e., serving frequency) in accordance with 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management" (1f-70). For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2).

[0148] In step 1f-75, the terminal performs measurements for each NR inter-frequency or each inter-RAT frequency having a reselection priority value higher than the current NR frequency (i.e., serving frequency) in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2). The terminal may perform measurements for each NR inter-frequency or each inter-RAT frequency having a reselection priority value higher than the current NR frequency (i.e., serving frequency), regardless of whether Condition 2 is satisfied.

[0149] FIG. 1g is a diagram illustrating, according to one embodiment of the present disclosure, a procedure in which a base station disconnects a terminal so that the terminal switches from an RRC connection mode (RRC_CONNECTED) to an RRC idle mode (RRC_IDLE) or an RRC inactive mode (RRC_INACTIVE), and a procedure in which a base station broadcasts system information including cell reselection information.

[0150] Referring to Fig. 1g, the terminal (1g-01) may be in RRC connection mode (1g-05).

[0151] In step 1g-10, the RRC connection mode terminal (1g-01) can receive an RRC connection release message (RRCRelease) from the base station (1g-02). Depending on whether the received RRC connection release message includes suspension configuration information (suspendConfig), the RRC connection mode terminal can transition to an RRC disable mode or an RRC idle mode. That is, if the RRC connection mode terminal includes suspension configuration information in the RRC connection release message, it can transition to an RRC disable mode (1g-11), and if not, it can transition to an RRC idle mode (1g-11).

[0152] In step 1g-10, the base station (1g-02) may include cell reselection priority information (cellReselectionPriorities) in the RRC disconnection message. If cellReselectionPriorities is included in the RRC disconnection message, the terminal (1g-01) may store the cell reselection priority information provided by cellReselectionPriorities. Also, if the RRC disconnection message includes a t320 value, the terminal may set the timer value to the t320 value and start the T320 timer. If cellReselectionPriorities is not included in the RRC disconnection message, the RRC idle mode or RRC disabled mode terminal may apply the cell reselection priority information broadcast from the system information (1g-20). That is, if cellReselectionPriorities is included in the RRC disconnection message, the terminal may ignore the cell reselection priority information provided by the system information. For reference, when the T320 timer expires, the above terminal may clear the cellReselectionPriorities included in the RRC disconnection message and apply the cell reselection priority information broadcast in the system information. Alternatively, when the T320 timer is running in the RRC idle state, if inter-RAT cell reselection (NR cell -> E-UTRA cell) occurs, the above terminal may inherit the cellReselectionPriorities included in the RRC disconnection message received in step 1g-10 and inherit the remaining T320 timer value.

[0153] The cellReselectionPriorities that can be included in the RRC disconnection message in step 1g-10 may include at least one of the following information.

[0154] - freqPriorityListEUTRA: Consists of a list of one or more EUTRA frequencies, and may include a CellReselectionPriority and / or CellReselectionSubPriority for each EUTRA frequency (ARFCN-ValueEUTRA). For reference, the CellReselectionPriority can be derived as CellReselectionPriority + CellReselectionSubPriority (if included / signaled), and this can be applied in the following description. freqPriorityListEUTRA may have the following ASN.1 structure.

[0155]

[0156] - freqPriorityListNR: Consists of a list of one or more NR frequencies and may include a cell reselection priority value for each NR frequency (ARFCN-ValueNR). freqPriorityListNR may have the following ASN.1 structure.

[0157]

[0158] - t320 timer value: The t320 timer value can be set to 5 minutes, 10 minutes, 20 minutes, 30 minutes, 60 minutes, 120 minutes, 180 minutes, or other values.

[0159]

[0160] In step 1g-15, the RRC idle mode or RRC disabled mode terminal can perform a cell selection process to find a suitable NR cell and camp on. The cell selection process can be performed according to the embodiments described above in the present disclosure.

[0161] In the 1g-20 stage, a terminal in RRC idle mode or RRC disabled mode may receive system information including cell reselection information (e.g., SIB2, SIB3, SIB4 and / or SIB5). That is, regarding the cell reselection information, the base station may include in the system information cell reselection priority information by frequency and RAT, parameters related to legacy relaxed measurements, and parameters related to new relaxed measurements. Specifically, regarding the cell reselection priority information by frequency and RAT, the terminal

[0162] - Cell reselection priority values (cellReselectionPriority and / or cellReselectionSubPriority) for the NR intra-frequency to which the current serving cell belongs via SIB2,

[0163] - Cell reselection priority values (cellReselectionPriority and / or cellReselectionSubPriority) for NR inter-frequencies different from the frequency to which the current serving cell belongs, via SIB4

[0164] - Cell reselection priority values (cellReselectionPriority and / or cellReselectionSubPriority) by inter-RAT frequency used by the current serving cell and other RATs via SIB5

[0165] It can receive, and for parameters related to legacy relaxed measurements

[0166] - Through SIB2, you can receive Srxlev thresholds (s-IntraSearchP) and Squal thresholds (s-IntraSearchQ) regarding whether to relax NR intra-frequency measurements, and Srxlev thresholds (s-NonIntraSearchP) and Squal thresholds (s-NonIntraSearchQ) regarding whether to relax NR inter-frequency and inter-RAT frequency measurements, and regarding parameters related to new relaxed measurements

[0167] - Srxlev difference threshold (s-SearchDeltaP) applied to a predetermined formula via SIB2, a specific period value (t-SearchDeltaP), Qrxlevmeas or Srxlev threshold (s-SearchThresholdP), Qqualmeas or Squal threshold (s-SearchThresholdQ) applied to a predetermined formula, an indicator indicating whether to relax measurements for higher reselection priority frequencies (highPriorityMeasRelax), an indicator indicating whether to apply a new relaxed measurement based on the satisfied criterion when only one of the two criteria is satisfied, if both the parameters for the "low-mobility criterion" and the "not-at-cell-edge condition" described below are set (for example, if the indicator is set, the terminal can apply a new relaxed measurement even if only one criterion is satisfied; if the indicator is not set, the terminal applies a new relaxed measurement only when both criteria are satisfied), one per FR or to adjust the measurement cycle Multiple integer values (m per FR, n1 per FR, k per FR, m1 per FR) can be received.

[0168] FIG. 1h is a diagram illustrating the operation of an RRC idle mode (RRC_IDLE) or RRC inactive mode (RRC_INACTIVE) terminal that measures surrounding cells by applying a new relaxed measurement as part of performing a cell reselection evaluation procedure according to one embodiment of the present disclosure.

[0169] Referring to FIG. 1h, the terminal may be in RRC connection mode (1h-05).

[0170] In step 1h-10, the terminal can receive an RRC disconnection message (RRCRelease) from the base station.

[0171] In step 1h-15, the terminal may determine whether the received RRC disconnection message includes cellReselectionPriorities. The information included in the cellReselectionPriorities provided in the RRC disconnection message may be determined according to the embodiments described above in this disclosure. If the RRC disconnection message includes cellReselectionPriorities, the terminal may perform step 1h-20, and if the RRC disconnection message does not include cellReselectionPriorities, the terminal may not perform step 1h-20.

[0172] In step 1h-20, the terminal can store cell reselection priority information provided by cellReselectionPriorities included in the RRC disconnection message. If the RRC disconnection message includes a t320 timer value, the terminal can drive the T320 timer with the t320 timer value.

[0173] In step 1h-25, the terminal may transition to an RRC idle mode or an RRC disabled mode. Whether the terminal transitions to an RRC idle mode or an RRC disabled mode may be determined according to the embodiments described above in the present disclosure.

[0174] A terminal that has transitioned to RRC idle mode or RRC disabled mode in step 1h-30 can perform a cell selection process to camp on to a suitable cell. The cell selection process can be determined according to the embodiments described above in this disclosure.

[0175] In step 1h-35, the terminal may receive system information including cell reselection information. For example, the terminal may receive cell reselection priority values by frequency per RAT, parameters related to relaxed measurements, and parameters related to new relaxed measurements through the system information.

[0176] In step 1h-40, the terminal can determine whether to measure surrounding cells by applying new relaxed measurements according to predetermined conditions by applying cell reselection priority values by frequency per RAT, parameters related to relaxed measurements, and parameters related to new relaxed measurements. If cellReselectionPriorities are included in the RRC disconnection message received in step 1h-10 and the T320 timer is running, the terminal can apply new relaxed measurements based on the cell reselection priority values included in the cellReselectionPriorities provided in the RRC disconnection message. If cellReselectionPriorities are not provided in the RRC disconnection message received in step 1h-10 or the T320 timer has expired, the terminal can apply new relaxed measurements based on the cell reselection priority values provided in the system information received in step 1h-35. Alternatively, if the T320 timer is running while the terminal is in an RRC idle state, and inter-RAT cell reselection (NR cell -> E-UTRA cell) occurs later, the terminal may inherit the cellReselectionPriorities included in the RRC disconnection message received in step 1h-10, inherit the remaining T320 timer value, and perform operations after step 1h-40 (replace NR intra-frequency with E-UTRAN intra-frequency, NR inter-frequency with E-UTRAN inter-frequency, and inter-RAT frequency with NR frequency). And if inter-RAT cell reselection (E-UTRAN cell -> NR cell) occurs, cellReselectionPriorities is inherited, the remaining T320 timer value is inherited, and steps 1h-40 onwards can be performed.

[0177] In step 1h-40, if the terminal does not support new relaxed measurements or if parameters related to new relaxed measurements are not signaled in SIB2, measurements can be performed based on the embodiment described above in the present disclosure (the embodiment described in FIG. 1f) (1h-45).

[0178] In step 1h-40, if the terminal supports new relaxed measurements and parameters related to new relaxed measurements are signaled in SIB2, the terminal may determine whether the following condition 1 is satisfied in order to determine whether to perform NR intra-frequency measurements in step 1h-55.

[0179] <Condition 1>

[0180] - The reception level (Srxlev) of the serving cell is S IntraSearchP It is larger than, and the reception quality (Squal) of the serving cell is S IntraSearchQ It is larger than

[0181] The terminal may not perform NR intra-frequency measurements if condition 1 is satisfied (1h-60). Alternatively, if condition 1 is satisfied, the terminal may perform measurements with a period value equal to the measurement period performed in step 1h-125 or with a period value longer than the measurement period performed in step 1h-125. For example, the base station may signal an integer value per FR (k1 > k or k1 >= k) from the system information. Based on the signaled value, the measurement period of the terminal may be determined as per k1*DRX cycle. Alternatively, the k1 value may be a value hard-corded in the terminal in advance.

[0182] In step 1h-40, if the terminal supports new relaxed measurements and parameters related to new relaxed measurements are signaled in SIB2, the terminal may determine whether the following condition 2 is satisfied in order to determine whether to perform NR inter-frequency measurements or inter-RAT frequency measurements in step 1h-65.

[0183] <Condition 2>

[0184] - The reception level (Srxlev) of the serving cell is S nonIntraSearchP It is larger than, and the reception quality (Squal) of the serving cell is S nonIntraSearchQ It is larger than

[0185] When condition 2 is satisfied, the terminal can determine whether the cell reselection priority value for each NR inter-frequency or inter-RAT frequency is greater than the cell reselection priority value of the current NR frequency (1h-70).

[0186] In step 1h-75, the terminal may not perform measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value equal to or lower than the current NR frequency. Alternatively, the terminal may perform measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value equal to or lower than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". In this case, the terminal may perform measurements with a measurement period value equal to the measurement period performed in step 1h-130, or with a period value longer than the measurement period performed in step 1h-130. For example, the base station may signal an integer value per FR (x > m or x >= m) in the system information. Based on the signaled value, the measurement period of the terminal may be determined as per x*DRX cycle. Alternatively, the value of x may be a value hard-corded in the terminal in advance.

[0187] In step 1h-80, the terminal can determine whether highPriorityMeasRelax is set.

[0188] If highPriorityMeasRelax is not set (e.g., if highPriorityMeas is not signaled or is set to FALSE), in step 1h-85, the terminal may perform measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2).

[0189] If highPriorityMeasRelax is set (for example, if highPriorityMeas is signaled or set to TRUE), in step 1h-90, the terminal may not perform a measurement for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency. Alternatively, if highPriorityMeasRelax is set, in step 1h-90, the terminal may not perform a measurement for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency when both the setting information related to the low-mobility criterion and the setting information related to the not-at-cell-edge condition are broadcast on SIB2, and when both the low-mobility criterion and the not-at-cell-edge condition are satisfied. Alternatively, if highPriorityMeasRelax is set, in step 1h-90, the terminal may not perform measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency when the low-mobility criterion is satisfied and only the low-mobility criterion is broadcast in SIB2. Additionally, in step 1h-90, if the low-mobility criterion is not satisfied or only the not-at-cell-edge condition is satisfied, the terminal may perform measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency in accordance with 3GPP standard TS 38.133.Alternatively, in step 1h-90, the terminal may perform measurements for each NR inter-frequency(ies) or inter-RAT frequency(ies) having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". In this case, the terminal may perform measurements with a period value equal to the measurement period performed in step 1h-85, or with a period value longer than the measurement period performed in step 1h-85. For example, the base station may signal an integer value per FR (n1 > n or n1 >= n) in the system information. Based on the signaled value, the measurement period of the terminal may be determined as per n1*DRX cycle. Alternatively, the value of n1 may be a value hard-corded in the terminal in advance.

[0190] If condition 1 is not satisfied in step 1h-55 or if condition 2 is not satisfied in step 1h-65, the terminal can determine whether the new relaxed measurement criterion is satisfied (1h-95). The new relaxed measurement criterion can be applied universally regardless of the priority values for each frequency and RAT. The new relaxed measurement criterion may mean at least one of the following "non-at-cell-edge criterion" and "low-mobility criterion".

[0191] <new relaxed measurement criterion>

[0192] 1) not-at-cell-edge condition:

[0193] - If S SearchThresholdPIf set, the signal strength (Qrxlevmeas) or reception quality (Srxlev) of the serving cell is S SearchThresholdP It is larger than

[0194] - If S SearchThresholdQ If set, the signal quality (Qqualmeas) or reception quality (Squal) of the serving cell is S SearchThresholdQ It is larger than

[0195] - If S SearchThresholdP and S SearchThresholdQ If all are set, the signal strength (Qrxlevmeas) or reception quality (Srxlex) of the serving cell is S SearchThresholdP It is greater than and the signal quality (Qqualmeas) or reception quality (Squal) of the serving cell is S SearchThresholdQ It is larger than

[0196] 2) low-mobility condition:

[0197] - If S SearchDeltaP If set, (Srxlev Ref - Srxlev) < S SearchDeltaP Ga T SearchDeltaP It satisfies during this time.

[0198] - Srxlev = current Srxlev value of the serving cell(dB)

[0199] - Srxlev Ref = reference Srxlev value of the serving cell(dB), set as follows:

[0200] - After selecting or reselecting a new cell, or

[0201] - If the relaxed monitoring criterion has not been met for T SearchDeltaP

[0202] - The UE shall set the value of Srxlev Refto the current Srxlev value of the serving cell

[0203] If none of the conditions of the above new relaxed measurement criterion are satisfied, or at least one is not satisfied (for example, if the not-at-cell edge condition is satisfied but the low mobility condition is not, or if the not-at-cell edge condition is not satisfied but the low mobility condition is satisfied), in step 1h-100, the terminal may determine the measurement rules for each RAT and frequency as follows. For reference, if a parameter for determining whether a specific condition is satisfied is not set, the terminal may not determine whether the condition is satisfied.

[0204] - In step 1h-105, the terminal performs a measurement for NR intra-frequency. The measurement for NR intra-frequency may be the same as the embodiment described above in the present disclosure.

[0205] - In step 1h-110, the terminal performs measurements for each NR inter-frequency or each inter-RAT frequency that has a reselection priority value higher than the current NR frequency (i.e., serving frequency) in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2).

[0206] - In step 1h-115, the terminal performs measurements for each NR inter-frequency or each inter-RAT frequency having a reselection priority value equal to or lower than the current NR frequency (i.e., serving frequency) in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2).

[0207] If all of the conditions of the above new relaxed measurement criterion are satisfied or at least one is satisfied (for example, if the not-at-cell edge condition is satisfied but the low mobility condition is not satisfied, or if the not-at-cell edge condition is not satisfied but the low mobility condition is satisfied), in step 1h-120, the terminal may determine the measurement rules for each RAT and frequency as follows.

[0208] - In step 1h-125, the terminal may not perform a measurement for NR intra-frequency, or may perform a measurement with a period value equal to the measurement period performed in step 1h-105, or with a period value longer than the measurement period performed in step 1h-105. The terminal may determine whether to perform a measurement based on an indicator included in SIB2. For example, the base station may signal an integer value (k) per FR in the system information. Based on the signaled value, the measurement period of the terminal may be determined as per k*DRX cycle. Alternatively, the k value may be a value hard-corded in the terminal in advance. The k value may be the same as the m value described above.

[0209] - In step 1h-130, the terminal may not perform measurements for each NR inter-frequency or each inter-RAT frequency having a reselection priority value equal to or lower than the current NR frequency (i.e., serving frequency). Alternatively, in step 1h-130, it may perform measurements for each NR inter-frequency or each inter-RAT frequency having a reselection priority value equal to or lower than the current NR frequency (i.e., serving frequency) in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". In this case, the terminal may perform measurements with a period value equal to the measurement period performed in step 1h-115 or with a period value longer than the measurement period performed in step 1h-115. The terminal may determine whether to perform measurements based on indicators included in SIB2. For example, the base station may signal integer values per FR (m > n or m >= n) in the system information. Based on the signaled value, the measurement period of the terminal can be determined as per m*DRX cycle. Alternatively, the value of m may be a value hard-corded in the terminal in advance.

[0210] - In step 1h-135, the terminal can determine whether highPriorityMeasRelax is set. If highPriorityMeasRelax is not set (e.g., highPriorityMeas is not signaled or is set to FALSE), in step 1h-140, the terminal performs measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2). Alternatively, the terminal may perform measurements with the same measurement cycle as in step 1h-130 (e.g., per m*DRX cycle).

[0211] - If highPriorityMeasRelax is set (e.g., if highPriorityMeas is signaled or set to TRUE), in step 1h-145, the terminal may not perform measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency. Alternatively, in step 1h-145, the terminal may perform measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". In this case, the terminal may perform measurements with a period value equal to the measurement period performed in step 1h-140 or with a period value longer than the measurement period performed in step 1h-140. The terminal may determine whether to perform measurements based on the indicators included in SIB2. For example, the base station may signal an integer value (m1 > m or m1 >= m) for each FR in the system information. Based on the signaled value, the measurement cycle of the terminal may be determined as per m1*DRX cycle. Alternatively, the m1 value may be a value hard-corded in the terminal in advance.

[0212] FIG. 1i is a diagram illustrating the operation of an RRC idle mode (RRC_IDLE) or RRC inactive mode (RRC_INACTIVE) terminal that measures surrounding cells for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency by applying a new relaxed measurement as part of performing a cell reselection evaluation procedure according to one embodiment of the present disclosure.

[0213] Referring to FIG. 1i, the terminal may be in RRC connection mode (1i-05).

[0214] In step 1i-10, the terminal can receive an RRC disconnection message (RRCRelease) from the base station.

[0215] In step 1i-15, the terminal may determine whether the received RRC disconnection message contains cellReselectionPriorities. The information included in the cellReselectionPriorities provided in the RRC disconnection message may be determined according to the embodiments described above in this disclosure. If the RRC disconnection message contains cellReselectionPriorities, the terminal may perform step 1i-20, and if the RRC disconnection message does not contain cellReselectionPriorities, it may not perform step 1i-20.

[0216] In step 1i-20, the terminal can store cell reselection priority information provided by cellReselectionPriorities included in the RRC disconnection message. If the RRC disconnection message includes a t320 timer value, the terminal can drive the T320 timer with the t320 timer value.

[0217] In step 1i-25, the terminal may transition to an RRC idle mode or an RRC disabled mode. Whether the terminal transitions to an RRC idle mode or an RRC disabled mode may be determined according to the embodiments described above in the present disclosure.

[0218] A terminal that has transitioned to RRC idle mode or RRC disabled mode in step 1i-30 can perform a cell selection process to camp on to a suitable cell. The cell selection process can be determined according to the embodiments described above in this disclosure.

[0219] In step 1i-35, the terminal may receive system information including cell reselection information. For example, the terminal may receive cell reselection priority values by frequency per RAT, parameters related to relaxed measurements, and parameters related to new relaxed measurements through the system information.

[0220] In step 1i-40, the terminal can determine whether to measure surrounding cells by applying a new relaxed measurement according to a predetermined condition by applying cell reselection priority values by frequency per RAT, parameters related to relaxed measurement, and parameters related to new relaxed measurements. If cellReselectionPriorities are included in the RRC disconnection message received in step 1i-10 and the T320 timer is running, the terminal can apply a new relaxed measurement based on the cell reselection priority values included in the cellReselectionPriorities provided in the RRC disconnection message. If cellReselectionPriorities are not provided in the RRC disconnection message received in step 1i-10 or the T320 timer has expired, the terminal can apply a new relaxed measurement based on the cell reselection priority values provided in the system information received in step 1i-35. Alternatively, if the T320 timer is running while the terminal is in an RRC idle state, and inter-RAT cell reselection (NR cell -> E-UTRA cell) occurs later, the terminal may inherit the cellReselectionPriorities included in the RRC disconnection message received in step 1f-10, inherit the remaining T320 timer value, and perform steps 1i-40 and beyond (replace NR intra-frequency with E-UTRAN intra-frequency, NR inter-frequency with E-UTRAN inter-frequency, and inter-RAT frequency with NR frequency). And when inter-RAT cell reselection (E-UTRAN cell -> NR cell) occurs, the terminal inherits cellReselectionPriorities, inherits the remaining T320 timer value, and can perform steps 1i-40 and beyond.

[0221] In step 1i-40, if the terminal does not support new relaxed measurements or if parameters related to new relaxed measurements are not signaled in SIB2, the terminal may perform measurements based on the embodiment described above in the present disclosure (the embodiment described in FIG. 1f) (1i-45).

[0222] In step 1i-40, if the terminal supports new relaxed measurements and parameters related to the new relaxed measurements are signaled in SIB2, the terminal proceeds to step 1i-50, and the terminal can determine whether there is an NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency.

[0223] In step 1i-55, the terminal may perform measurements based on the embodiments described above in the present disclosure (the embodiments described in FIG. 1h) for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value equal to or lower than the current NR frequency or NR intra-frequency.

[0224] In step 1i-60, the terminal may determine whether the new relaxed measurement criterion described in FIG. 1h is satisfied in order to apply a measurement rule for an NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency. Whether the new relaxed measurement criterion described in FIG. 1h is satisfied may be determined according to the embodiments described above in the present disclosure. A terminal according to one embodiment of the present disclosure may not determine whether the following conditions are satisfied for an NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency.

[0225] - The reception level (Srxlev) of the serving cell is S nonIntraSearchP It is larger than, and the reception quality (Squal) of the serving cell is S nonIntraSearchQ It is larger than

[0226] If the new relaxed measurement criterion described in FIG. 1h is not satisfied, in step 1i-65, the terminal performs measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2).

[0227] If the new relaxed measurement criterion described in Fig. 1h is satisfied, in step 1i-70, the terminal can determine whether highPriorityMeasRelax is set.

[0228] If highPriorityMeasRelax is not set (e.g., if highPriorityMeas is not signaled or is set to FALSE), in step 1i-75, the terminal performs measurements for each NR inter-frequency(ies) or inter-RAT frequency(ies) having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2). Alternatively, the terminal may perform measurements with a measurement cycle (e.g., per m*DRX cycle) applied at an NR intra-frequency or an NR inter-frequency or inter-RAT frequency having a cell reselection priority value equal to or lower than the current NR frequency.

[0229] If highPriorityMeasRelax is set (e.g., if highPriorityMeas is signaled or set to TRUE), in step 1i-80, the terminal may not perform a measurement for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency. Alternatively, in step 1i-90, the terminal may perform a measurement for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". In this case, the terminal may perform the measurement with a period value equal to the measurement period performed in step 1i-85 or with a period value longer than the measurement period performed in step 1i-75. For example, the base station may signal an integer value (m1 > n) per FR in the system information. Based on the signaled value, the measurement cycle of the terminal may be determined as per m1*DRX cycle. Alternatively, the m1 value may be a value hard-corded in the terminal in advance.

[0230] FIG. 1j is a diagram illustrating the operation of an RRC idle mode (RRC_IDLE) or RRC inactive mode (RRC_INACTIVE) terminal that measures surrounding cells for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency by applying a new relaxed measurement as part of performing a cell reselection evaluation procedure according to one embodiment of the present disclosure.

[0231] Referring to Fig. 1j, the terminal may be in RRC connection mode (1j-05).

[0232] In step 1j-10, the terminal can receive an RRC disconnection message (RRCRelease) from the base station.

[0233] In step 1j-15, the terminal may determine whether the received RRC disconnection message contains cellReselectionPriorities. The information included in the cellReselectionPriorities provided in the RRC disconnection message may be determined according to the embodiments described above in this disclosure. If the RRC disconnection message contains cellReselectionPriorities, the terminal may perform step 1j-20, and if the RRC disconnection message does not contain cellReselectionPriorities, the terminal may not perform step 1j-20.

[0234] In step 1j-20, the terminal can store cell reselection priority information provided by cellReselectionPriorities included in the RRC disconnection message. If the RRC disconnection message includes a t320 timer value, the terminal can drive the T320 timer with the t320 timer value.

[0235] In step 1j-25, the terminal may transition to an RRC idle mode or an RRC disabled mode. Whether the terminal transitions to an RRC idle mode or an RRC disabled mode may be determined according to the embodiments described above in the present disclosure.

[0236] A terminal that has transitioned to RRC idle mode or RRC disabled mode in step 1j-30 can perform a cell selection process to camp on to a suitable cell. The cell selection process can be determined according to the embodiments described above in this disclosure.

[0237] In step 1j-35, the terminal may receive system information including cell reselection information. For example, the terminal may receive cell reselection priority values per frequency per RAT, parameters related to relaxed measurements, and parameters related to new relaxed measurements from the system information. Parameters related to new relaxed measurements according to one embodiment of the present disclosure may include Qrxlevmeas or Srxlev thresholds (s-SearchThresholdP_h) or Qqualmeas or Squal thresholds (s-SearchThresholdQ_h) that are applied only to each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current serving frequency. That is, s-SearchThresholdP_h and s-SearchThresholdQ_h may each represent parameters different from s-SearchThresholdP and s-SearchThresholdQ of the embodiments described above in the present disclosure.

[0238] In step 1j-40, the terminal can determine whether to measure surrounding cells by applying a new relaxed measurement according to a predetermined condition by applying cell reselection priority values by frequency per RAT, parameters related to relaxed measurement, and parameters related to new relaxed measurements. If cellReselectionPriorities are included in the RRC disconnection message received in step 1j-10 and the T320 timer is running, the terminal can apply a new relaxed measurement based on the cell reselection priority values included in the cellReselectionPriorities provided in the RRC disconnection message. If cellReselectionPriorities are not provided in the RRC disconnection message received in step 1j-10 or the T320 timer has expired, the terminal can apply a new relaxed measurement based on the cell reselection priority values provided in the system information received in step 1j-35. Alternatively, if the T320 timer is running while the terminal is in an RRC idle state, and inter-RAT cell reselection (NR cell -> E-UTRA cell) occurs later, the terminal may inherit the cellReselectionPriorities included in the RRC disconnection message received in step 1j-10, inherit the remaining T320 timer value, and perform steps 1j-40 and beyond (replace NR intra-frequency with E-UTRAN intra-frequency, NR inter-frequency with E-UTRAN inter-frequency, and inter-RAT frequency with NR frequency). And when inter-RAT cell reselection (E-UTRAN cell -> NR cell) occurs, cellReselectionPriorities is inherited, the remaining T320 timer value is inherited, and steps 1j-40 onwards can be performed.

[0239] In step 1j-40, if the terminal does not support new relaxed measurements or if parameters related to new relaxed measurements are not signaled in the system information, the terminal may perform measurements based on the embodiment described above in the present disclosure (the embodiment described in FIG. 1f) (1j-45).

[0240] In step 1j-40, if the terminal supports new relaxed measurements and parameters related to the new relaxed measurements are signaled in the system information, in step 1j-50, the terminal can determine whether there is an NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency.

[0241] In step 1j-55, the terminal may perform measurements based on the embodiments described above in the present disclosure (the embodiments described in FIG. 1h) for each NR inter-frequency or inter-RAT frequency having an NR intra-frequency or a cell reselection priority value equal to or lower than the current NR frequency.

[0242] In step 1j-60, the terminal may determine whether a new relaxed measurement criterion is satisfied in order to apply a measurement rule for NR inter-frequency(ies) or inter-RAT frequency(ies) having a cell reselection priority value higher than the current NR frequency. The new relaxed measurement criterion may mean at least one of the following "non-at-cell-edge criterion" and "low-mobility criterion". In one embodiment of the present disclosure, unlike the above-described embodiment, the terminal may determine whether a "not-at-cell-edge condition" is satisfied by applying a new threshold value to NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency.

[0243] <new relaxed measurement criterion>

[0244] 1) not-at-cell-edge condition:

[0245] - If S SearchThresholdP_h If set, the signal strength (Qrxlevmeas) or reception quality (Srxlev) of the serving cell is S SearchThresholdP_h It is larger than

[0246] - If S SearchThresholdQ_h If set, the signal quality (Qqualmeas) or reception quality (Squal) of the serving cell is S SearchThresholdQ_h It is larger than

[0247] - If S SearchThresholdP_h and S SearchThresholdQ_h If all are set, the signal strength (Qrxlevmeas) or reception quality (Srxlex) of the serving cell is S SearchThresholdP_h It is greater than and the signal quality (Qqualmeas) or reception quality (Squal) of the serving cell is S SearchThresholdQ_h보다 크다.

[0248] 2) low-mobility condition:

[0249] - 만약 S SearchDeltaP 가 설정된 경우,(Srxlev Ref - Srxlev) < S SearchDeltaP 가 T SearchDeltaP 동안 충족한다.

[0250] - Srxlev = current Srxlev value of the serving cell(dB)

[0251] - Srxlev Ref = reference Srxlev value of the serving cell(dB), set as follows:

[0252] - After selecting or reselecting a new cell, or

[0253] - If the relaxed monitoring criterion has not been met for T SearchDeltaP

[0254] - The UE shall set the value of Srxlev Ref to the current Srxlev value of the serving cell

[0255] If none of the conditions of the above new relaxed measurement criteria are satisfied, or if at least one is not satisfied (e.g., if the not-at-cell edge condition is satisfied but the low mobility condition is not, or if the not-at-cell edge condition is not satisfied but the low mobility condition is satisfied), in step 1j-65, the terminal performs a measurement for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". The terminal may determine whether to perform a measurement based on the indicators included in SIB2. For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2).

[0256] If all of the conditions of the new relaxed measurement criterion are satisfied or at least one is satisfied (for example, if the not-at-cell edge condition is satisfied but the low mobility condition is not, or if the not-at-cell edge condition is not satisfied but the low mobility condition is satisfied), in step 1j-70, the terminal can determine whether highPriorityMeasReleax is set.

[0257] If highPriorityMeasRelax is not set (e.g., if highPriorityMeas is not signaled or is set to FALSE), in step 1j-75, the terminal performs measurements for each NR inter-frequency(ies) or inter-RAT frequency(ies) having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2). Alternatively, the terminal may perform measurements with a measurement cycle (e.g., per m*DRX cycle) applied at the NR intra-frequency or the NR inter-frequency or inter-RAT frequency having a cell reselection priority value equal to or lower than the current NR frequency.

[0258] If highPriorityMeasRelax is set (e.g., if highPriorityMeas is signaled or set to TRUE), in step 1j-80, the terminal may not perform a measurement for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency. Alternatively, in step 1j-80, the terminal may perform a measurement for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". In this case, the terminal may perform the measurement with a period value equal to the measurement period performed in step 1j-75 or with a period value longer than the measurement period performed in step 1j-75. The terminal may determine whether to perform a measurement based on the indicator included in SIB2. For example, the base station may signal an integer value (m1 > n or m1 >= n) for each FR in the system information. Based on the signaled value, the measurement cycle of the terminal may be determined as per m1*DRX cycle. Alternatively, the m1 value may be a value hard-corded in the terminal in advance.

[0259] If highPriorityMeasRelax is set in the system information received at step 1j-35, but S SearchThresholdP_h and / or S SearchThresholdQ_h If not set, the terminal is in the not-at-cell edge condition S SearchThresholdP and / or S SearchThresholdQ may also be applied. That is, the above terminal is S SearchThresholdP and / or S SearchThresholdQ Based on this, the 1j-60 step can be performed.

[0260] FIG. 1k is a diagram illustrating the operation of an RRC idle mode (RRC_IDLE) or RRC inactive mode (RRC_INACTIVE) terminal that measures surrounding cells for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency by applying a new relaxed measurement as part of performing a cell reselection evaluation procedure according to one embodiment of the present disclosure.

[0261] Referring to Fig. 1k, the terminal may be in RRC connection mode (1k-05).

[0262] In step 1k-10, the terminal can receive an RRC disconnection message (RRCRelease) from the base station.

[0263] In step 1k-15, the terminal may determine whether the received RRC disconnection message contains cellReselectionPriorities. The information included in the cellReselectionPriorities provided in the RRC disconnection message may be determined according to the embodiments described above in this disclosure. The terminal may perform step 1k-20 if the RRC disconnection message contains cellReselectionPriorities, and may not perform step 1k-20 if the cellReselectionPriorities are not included.

[0264] In step 1k-20, the terminal can store cell reselection priority information provided by cellReselectionPriorities included in the RRC disconnection message. If the RRC disconnection message includes a t320 timer value, the terminal can drive the T320 timer with the t320 timer value.

[0265] In step 1k-25, the terminal may transition to an RRC idle mode or an RRC disabled mode. Whether the terminal transitions to an RRC idle mode or an RRC disabled mode may be determined according to the embodiments described above in the present disclosure.

[0266] A terminal that has transitioned to RRC idle mode or RRC disabled mode in step 1k-30 can perform a cell selection process to camp on to a suitable cell. The cell selection process can be determined according to the embodiments described above in this disclosure.

[0267] In step 1k-35, the terminal may receive system information including cell reselection information. For example, the terminal may receive cell reselection priority values per frequency per RAT, parameters related to relaxed measurements, and parameters related to new relaxed measurements from the system information. Parameters related to new relaxed measurements according to one embodiment of the present disclosure may include Qrxlevmeas or Srxlev thresholds (s-SearchThresholdP_h) or Qqualmeas or Squal thresholds (s-SearchThresholdQ_h) applied to each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current serving frequency. That is, s-SearchThresholdP_h and s-SearchThresholdQ_h may each represent parameters different from s-SearchThresholdP and s-SearchThresholdQ of the above-described embodiment. Parameters associated with new relaxed measurements according to one embodiment of the present disclosure may not have a highPriorityMeasRelax indicator.

[0268] In step 1k-40, the terminal can determine whether to measure surrounding cells by applying a new relaxed measurement according to a predetermined condition by applying cell reselection priority values by frequency per RAT, parameters related to relaxed measurement, and parameters related to new relaxed measurements. If cellReselectionPriorities are included in the RRC disconnection message received in step 1k-10 and the T320 timer is running, the terminal can apply a new relaxed measurement based on the cell reselection priority values included in the cellReselectionPriorities provided in the RRC disconnection message. If cellReselectionPriorities are not provided in the RRC disconnection message received in step 1k-10 or the T320 timer has expired, the terminal can apply a new relaxed measurement based on the cell reselection priority values provided in the system information received in step 1k-35. Alternatively, if the T320 timer is running while the terminal is in an RRC idle state, and inter-RAT cell reselection (NR cell -> E-UTRA cell) occurs later, the terminal may inherit the cellReselectionPriorities included in the RRC disconnection message received in step 1k-10, inherit the remaining T320 timer value, and proceed to step 1k-40 and beyond (replace NR intra-frequency with E-UTRAN intra-frequency, NR inter-frequency with E-UTRAN inter-frequency, and inter-RAT frequency with NR frequency). And when inter-RAT cell reselection (E-UTRAN cell -> NR cell) occurs, cellReselectionPriorities is inherited, the remaining T320 timer value is inherited, and steps 1k-40 onwards can be performed.

[0269] In step 1k-40, if the terminal does not support new relaxed measurements or if parameters related to new relaxed measurements are not signaled in the system information, measurements can be performed based on the embodiment described above in the present disclosure (the embodiment described in FIG. 1f) (1k-45).

[0270] In step 1k-40, if the terminal supports new relaxed measurements and parameters related to the new relaxed measurements are signaled in the system information, in step 1k-50, the terminal can determine whether there is an NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency.

[0271] In step 1k-55, the terminal may perform measurements based on the embodiments described above in the present disclosure (the embodiments described in FIG. 1h) for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value equal to or lower than the current NR frequency or NR intra-frequency.

[0272] In step 1k-60, the terminal may determine whether a new relaxed measurement criterion is satisfied in order to apply a measurement rule for NR inter-frequency(ies) or inter-RAT frequency(ies) having a cell reselection priority value higher than the current NR frequency. The new relaxed measurement condition may mean at least one of the following "non-at-cell-edge criterion" and "low-mobility criterion".

[0273] <new relaxed measurement criterion>

[0274] - If S SearchThresholdP_h If set, the signal strength (Qrxlevmeas) or reception quality (Srxlev) of the serving cell is S SearchThresholdP_h It is larger than

[0275] - If S SearchThresholdQ_h If set, the signal quality (Qqualmeas) or reception quality (Squal) of the serving cell is S SearchThresholdQ_h It is larger than

[0276] - If S SearchThresholdP_h and S SearchThresholdQ_h If all are set, the signal strength (Qrxlevmeas) or reception quality (Srxlex) of the serving cell is S SearchThresholdP_h It is greater than and the signal quality (Qqualmeas) or reception quality (Squal) of the serving cell is S SearchThresholdQ_h It is larger than

[0277] 2_ low-mobility condition:

[0278] - If S SearchDeltaP If set, (Srxlev Ref - Srxlev) < S SearchDeltaP Ga T SearchDeltaP It satisfies during this time.

[0279] - Srxlev = current Srxlev value of the serving cell(dB)

[0280] - Srxlev Ref = reference Srxlev value of the serving cell(dB), set as follows:

[0281] - After selecting or reselecting a new cell, or

[0282] - If the relaxed monitoring criterion has not been met for T SearchDeltaP

[0283] - The UE shall set the value of Srxlev Ref to the current Srxlev value of the serving cell

[0284] If none of the conditions of the above new relaxed measurement criteria are satisfied, or if at least one is not satisfied (e.g., if the not-at-cell edge condition is satisfied but the low mobility condition is not, or if the not-at-cell edge condition is not satisfied but the low mobility condition is satisfied), in step 1k-65, the terminal performs measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". The terminal may determine whether to perform measurements based on the indicators included in SIB2. For example, the measurement cycle may be per n*DRX cycle (n = 1 for FR1, n = 1.5 for FR2).

[0285] If all or at least one of the conditions of the new relaxed measurement criteria is satisfied (e.g., if the not-at-cell edge condition is satisfied but the low mobility condition is not, or if the not-at-cell edge condition is not satisfied but the low mobility condition is satisfied), the terminal may not perform measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency in the 1k-70 stage. Alternatively, in the 1k-70 stage, the terminal may perform measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency, in accordance with the 3GPP standard document "38.133: NR; Requirements for Support of Radio Resource Management". In this case, the terminal may perform measurements with a period value equal to the measurement period performed in the 1k-65 stage or with a period value longer than the measurement period performed in the 1k-65 stage. The terminal can determine whether to perform a measurement based on an indicator included in SIB2. For example, the base station may signal an integer value (m1 > n or m1 >= n) per FR from the system information. Based on the signaled value, the measurement cycle of the terminal may be determined as per m1*DRX cycle. Alternatively, the m1 value may be a value hard-corded in the terminal in advance.

[0286] FIG. 11 is a diagram illustrating the operation of an RRC idle mode (RRC_IDLE) or RRC inactive mode (RRC_INACTIVE) terminal that measures surrounding cells for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency by applying a new relaxed measurement as part of performing a cell reselection evaluation procedure according to one embodiment of the present disclosure.

[0287] Referring to FIG. 1l, the terminal may be in RRC connection mode (1l-05).

[0288] In step 11-10, the terminal can receive an RRC disconnection message (RRCRelease) from the base station.

[0289] In step 1l-15, the terminal may determine whether cellReselectionPriorities are included in the received RRC disconnection message. The information included in cellReselectionPriorities provided in the RRC disconnection message may be determined according to the embodiments described above in this disclosure. If cellReselectionPriorities are included in the RRC disconnection message, the terminal may perform step 1l-20, and if cellReselectionPriorities are not included, the terminal may not perform step 1l-20.

[0290] In step 1l-20, the terminal can store cell reselection priority information provided by cellReselectionPriorities included in the RRC disconnection message. If the RRC disconnection message includes a t320 timer value, the terminal can drive the T320 timer with the t320 timer value.

[0291] In step 11-25, the terminal may transition to an RRC idle mode or an RRC disabled mode. Whether the terminal transitions to an RRC idle mode or an RRC disabled mode may be determined according to the embodiments described above in the present disclosure.

[0292] A terminal that has transitioned to RRC idle mode or RRC disabled mode in step 11-30 can perform a cell selection process to camp on to a suitable cell. The cell selection process can be determined according to the embodiments described above in this disclosure.

[0293] In step 1l-35, the terminal may receive system information including cell reselection information.

[0294] In step 1l-40, the terminal can determine whether to measure surrounding cells by applying a new relaxed measurement according to a predetermined condition by applying cell reselection priority values by frequency per RAT, parameters related to relaxed measurement, and parameters related to new relaxed measurements. If cellReselectionPriorities are included in the RRC disconnection message received in step 1l-10 and the T320 timer is running, the terminal can apply a new relaxed measurement based on the cell reselection priority values included in the cellReselectionPriorities provided in the RRC disconnection message. If cellReselectionPriorities are not provided in the RRC disconnection message received in step 1l-10 or the T320 timer has expired, the terminal can apply a new relaxed measurement based on the cell reselection priority values provided in the system information received in step 1l-35. Alternatively, if the T320 timer is running while the terminal is in an RRC idle state, and inter-RAT cell reselection (NR cell -> E-UTRA cell) occurs later, the terminal may inherit the cellReselectionPriorities included in the RRC disconnection message received in step 11-10, inherit the remaining T320 timer value, and perform steps 11-40 and beyond (replace NR intra-frequency with E-UTRAN intra-frequency, NR inter-frequency with E-UTRAN inter-frequency, and inter-RAT frequency with NR frequency). And if inter-RAT cell reselection (E-UTRAN cell -> NR cell) occurs, cellReselectionPriorities is inherited, the remaining T320 timer value is inherited, and steps 1l-40 onwards can be performed.

[0295] In step 1l-40, if the terminal does not support new relaxed measurements or if parameters related to new relaxed measurements are not signaled in the system information, measurements can be performed based on the embodiment described above in the present disclosure (the embodiment described in FIG. 1f) (1l-45).

[0296] In step 1l-40, if the terminal supports new relaxed measurements and parameters related to the new relaxed measurements are signaled in the system information, in step 1l-50, the terminal can determine whether there are NR inter-frequency(ies) or inter-RAT frequency(ies) having a cell reselection priority value higher than the current NR frequency.

[0297] In step 1l-55, for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value equal to or lower than the current NR frequency, measurements can be performed based on the embodiments described above in the present disclosure (the embodiments described in FIG. 1h).

[0298] In step 1l-60, the terminal may determine whether the following condition 1 is satisfied in order to apply a measurement rule for NR inter-frequency(ies) or inter-RAT frequency(ies) having a cell reselection priority value higher than the current NR frequency.

[0299] - Condition 1: The receiving level (Srxlev) of the serving cell is S nonIntraSearchP It is larger and the reception quality (Squal) of the serving cell is S nonIntraSearchQ It is larger than

[0300] If condition 1 above is satisfied, in step 1l-65, the terminal may perform a measurement based on the embodiment described above in the present disclosure (the embodiment described in FIG. 1h). Alternatively, in step 1l-65, if both the configuration information related to the low-mobility criterion and the configuration information related to the not-at-cell-edge condition are broadcast on SIB2, the terminal may not perform a measurement for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency when both the low-mobility criterion and the not-at-cell-edge condition are satisfied. Alternatively, in step 1l-65, if only the low-mobility criterion is broadcast on SIB2, the terminal may not perform a measurement for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency when the low-mobility criterion is satisfied. In addition, in step 1l-65, if the low-mobility criterion is not satisfied or only the not-at-cell-edge condition is satisfied, the terminal may perform measurements for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency in accordance with 3GPP standard TS 38.133.

[0301] If the above condition 1 is not satisfied, the terminal may determine in step 1l-70 whether the new relaxed measurement criterion is satisfied. The new relaxed measurement criterion may be based on the embodiments described above in this disclosure (the new relaxed measurement criterion described in FIG. 1i, 1j, or FIG. 1k). If the new relaxed measurement criterion is not satisfied, in step 1l-75, the terminal may perform a measurement based on the embodiments described above in this disclosure (the embodiments described in FIG. 1i, 1j, or FIG. 1k). For example, the terminal may perform at least one of step 1i-65 of FIG. 1i, step 1j-65 of FIG. 1j, or step 1k-65 of FIG. 1k.

[0302] If the new relaxed measurement criterion is satisfied, in step 11-80, the terminal may perform a measurement based on the embodiment described above in this disclosure (the embodiment described in FIG. 1i, 1j, or FIG. 1k). For example, the terminal may perform at least one of step 1i-70 of FIG. 1i, step 1j-70 of FIG. 1j, or step 1k-70 of FIG. 1k. Additionally, when both the low-mobility criterion and the not-at-cell-edge condition are satisfied, the terminal may not perform a measurement for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency. Alternatively, if only the low-mobility criterion or the not-at-cell-edge condition is satisfied, the terminal may perform a measurement with a measurement period longer than the measurement period according to 3GPP standard TS 38.133.

[0303] FIG. 1m is a diagram illustrating the operation of an RRC idle mode (RRC_IDLE) or RRC inactive mode (RRC_INACTIVE) terminal that measures surrounding cells for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency by applying a new relaxed measurement as part of performing a cell reselection evaluation procedure according to one embodiment of the present disclosure.

[0304] Referring to Fig. 1m, the terminal may be in RRC connection mode (1m-05).

[0305] In step 1m-10, the terminal can receive an RRC disconnection message (RRCRelease) from the base station.

[0306] In step 1m-15, the terminal may determine whether the received RRC disconnection message contains cellReselectionPriorities. The information included in the cellReselectionPriorities provided in the RRC disconnection message may be determined according to the embodiments described above in this disclosure. If the RRC disconnection message contains cellReselectionPriorities, the terminal may perform step 1m-20, and if the RRC disconnection message does not contain cellReselectionPriorities, the terminal may not perform step 1m-20.

[0307] In step 1m-20, the terminal can store cell reselection priority information provided by cellReselectionPriorities included in the RRC disconnection message. If the RRC disconnection message includes a t320 timer value, the terminal can drive the T320 timer with the t320 timer value.

[0308] In step 1m-25, the terminal may transition to an RRC idle mode or an RRC disabled mode. Whether the terminal transitions to an RRC idle mode or an RRC disabled mode may be determined according to the embodiments described above in the present disclosure.

[0309] A terminal that has transitioned to RRC idle mode or RRC disabled mode in step 1m-30 can perform a cell selection process to camp on to a suitable cell. The cell selection process can be determined according to the embodiments described above in this disclosure.

[0310] In step 1m-35, the terminal may receive system information including cell reselection information. Parameters related to new relaxed measurements according to one embodiment of the present disclosure may additionally include an Srxlev threshold (s-IntraSearchP_h) and a Squal threshold (s-IntraSearchQ_h) for determining whether to relax an NR inter-frequency measurement or an inter-RAT frequency measurement having a reselection priority value higher than the current NR frequency (i.e., serving frequency).

[0311] In step 1m-40, the terminal can determine whether to measure surrounding cells by applying cell reselection priority values by frequency per RAT, parameters related to relaxed measurements, and parameters related to new relaxed measurements, and applying new relaxed measurements according to predetermined conditions. If cellReselectionPriorities are included in the RRC disconnection message received in step 1m-10 and the T320 timer is running, the terminal can apply new relaxed measurements based on the cell reselection priority values included in cellReselectionPriorities provided in the RRC disconnection message. If cellReselectionPriorities are not provided in the RRC disconnection message received in step 1m-10 or the T320 timer has expired, the terminal can apply new relaxed measurements based on the cell reselection priority values provided in the system information received in step 1m-35. Alternatively, if the T320 timer is running while the terminal is in an RRC idle state, and inter-RAT cell reselection (NR cell -> E-UTRA cell) occurs later, the terminal may inherit the cellReselectionPriorities included in the RRC disconnection message received in step 1m-10, inherit the remaining T320 timer value, and proceed to step 1m-40 and beyond (replace NR intra-frequency with E-UTRAN intra-frequency, NR inter-frequency with E-UTRAN inter-frequency, and inter-RAT frequency with NR frequency). And when inter-RAT cell reselection (E-UTRAN cell -> NR cell) occurs, cellReselectionPriorities is inherited, the remaining T320 timer value is inherited, and steps 1m-40 onwards can be performed.

[0312] In step 1m-40, if the terminal does not support new relaxed measurements or if parameters related to new relaxed measurements are not signaled in the system information, measurements can be performed based on the embodiment described above in the present disclosure (the embodiment described in FIG. 1f) (1m-45).

[0313] In step 1m-40, if the terminal supports new relaxed measurements and parameters related to the new relaxed measurements are signaled in the system information, in step 1m-50, the terminal can determine whether there is an NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency.

[0314] In step 1m-55, the terminal may perform measurements based on the embodiments described above in the present disclosure (the embodiments described in FIG. 1h) for each NR inter-frequency or inter-RAT frequency having a cell reselection priority value equal to or lower than the current NR frequency or NR intra-frequency.

[0315] In step 1m-60, the terminal can determine whether the following conditions are satisfied in order to apply a measurement rule for an NR inter-frequency or inter-RAT frequency having a cell reselection priority value higher than the current NR frequency.

[0316] - The reception level (Srxlev) of the serving cell is S nonIntraSearchP_h It is larger and the reception quality (Squal) of the serving cell is S nonIntraSearchQ_h It is larger than

[0317] If the above conditions are satisfied, in step 1m-65, the terminal may perform a measurement based on the embodiment described above in the present disclosure (the embodiment described in FIG. 1h). If the above conditions are not satisfied, the terminal may determine in step 1m-70 whether the new relaxed measurement criterion is satisfied. The new relaxed measurement criterion may be based on the embodiment described above in the present disclosure (the new relaxed measurement criterion described in FIG. 1i, 1j, or 1k).

[0318] If the new relaxed measurement criterion is not satisfied, in step 1m-75, the terminal may perform a measurement based on the embodiments described above in the present disclosure (the embodiments described in FIG. 1i, 1j, or FIG. 1k). For example, the terminal may perform at least one of step 1i-65 of FIG. 1i, step 1j-65 of FIG. 1j, or step 1k-65 of FIG. 1k.

[0319] If the new relaxed measurement criterion is satisfied, in step 1m-80, the terminal may perform a measurement based on the embodiments described above in the present disclosure (the embodiments described in FIG. 1i, 1j, or FIG. 1k). For example, the terminal may perform at least one of step 1i-70 of FIG. 1i, step 1j-70 of FIG. 1j, or step 1k-70 of FIG. 1k.

[0320] FIG. 1n is a diagram illustrating the operation of an RRC idle mode or RRC inactive mode terminal, according to an embodiment of the present disclosure, a procedure in which a base station disconnects the terminal so that the terminal switches from an RRC connected mode (RRC_CONNECTED) to an RRC idle mode (RRC_IDLE) or RRC inactive mode (RRC_INACTIVE), and a determination of whether to apply legacy relaxed measurements or new relaxed measurements as part of performing a cell reselection evaluation procedure.

[0321] Referring to FIG. 1n, the terminal may be in RRC connection mode (1n-05).

[0322] In step 1n-10, the terminal can receive an RRC disconnection message (RRCRelease) from the base station.

[0323] In step 1n-15, the terminal may determine whether the received RRC disconnection message includes cellReselectionPriorities. The information included in the cellReselectionPriorities provided in the RRC disconnection message may be determined according to the embodiments described above in this disclosure. If the RRC disconnection message includes cellReselectionPriorities, the terminal may perform steps 1n-20 and 1n-25. If the RRC disconnection message does not include cellReselectionPriorities, the terminal may perform step 1n-30.

[0324] In step 1n-20, the terminal can store cell reselection priority information provided by cellReselectionPriorities included in the RRC disconnection message. If the RRC disconnection message includes a t320 timer value, the terminal can drive the T320 timer with the t320 timer value.

[0325] In step 1n-25, the terminal may perform measurements by applying the embodiment described in FIG. 1f of the present disclosure. A terminal according to one embodiment of the present disclosure may measure surrounding cells by applying legacy relaxed measurements while the T320 timer is running.

[0326] In step 1n-30, the terminal may perform measurements by applying at least one of the embodiments described in FIG. 1h, 1i, 1j, 1k, 1l or FIG. 1m of the present disclosure. A terminal according to one embodiment of the present disclosure may measure surrounding cells by applying new relaxed measurements only when the T320 timer is not driven.

[0327] FIG. 10 is a diagram illustrating, according to one embodiment of the present disclosure, a procedure in which a base station disconnects a terminal so that the terminal switches from an RRC connected mode (RRC_CONNECTED) to an RRC idle mode (RRC_IDLE) or RRC inactive mode (RRC_INACTIVE), and an operation of an RRC idle mode or RRC inactive mode terminal that determines whether to apply legacy relaxed measurements or new relaxed measurements as part of performing a cell reselection evaluation procedure.

[0328] Referring to Fig. 10, the terminal may be in RRC connection mode (1n-05).

[0329] In step 1o-10, the RRC connection mode terminal (1o-01) can transmit a terminal capability information message (UECapabilityInformation) to the base station (1o-02). The terminal capability information message (UECapabilityInformation) may include at least one of the following parameters.

[0330] - An indicator indicating whether the terminal supports new relaxed measurement in RRC idle mode or RRC disabled mode.

[0331] - The above indicator may indicate whether the terminal supports new relaxed measurements for E-UTRA and NR frequencies in RRC idle mode or RRC disabled mode. Additionally, the above indicator may include separate indicators based on the frequency-specific cell reselection priority. For example, the above indicator may separately include an indicator indicating whether new relaxed measurements are supported for surrounding frequencies having a cell reselection priority higher than the cell reselection priority of the current serving frequency, and an indicator indicating whether new relaxed measurements are supported for surrounding frequencies having a cell reselection priority equal to or lower than the cell reselection priority of the current serving frequency.

[0332] - The above indicator may also separately indicate whether new relaxed measurements are supported for E-UTRA frequencies and NR frequencies.

[0333] - The above indicator may indicate whether the terminal supports new relaxed measurements only while the T330 timer is running in RRC idle mode or RRC disabled mode (the T330 timer refers to a timer that is set to the loggingDuration value included in the LoggedMeasurementConfiguration message).

[0334] In step 1o-15, the RRC connection mode terminal (1o-01) can receive a LoggedMeasurementConfiguration message from the base station (1o-02). The LoggedMeasurementConfiguration message may include at least one of the following parameters.

[0335] - loggingDuration value (t330 timer value)

[0336] - loggingInterval value

[0337] - areaConfiguration information element

[0338] - plmn-IdentityList

[0339] - absoluteTimeInfo, traceReferece, traceRecordingSessionRef, trace-Id

[0340] - An indicator showing whether to perform new relaxed measurements only while the T330 timer is running

[0341] In step 1o-20, the RRC connection mode terminal (1o-01) can apply the received LoggedMeasurementConfiguration. For example, the terminal can perform at least one of the following operations.

[0342] - You can discard logged measurement configuration and logged measurement information.

[0343] - If the LoggedMeasurementConfiguration message contains loggingDuration, loggingInterval, and areaConfiguration, they can be stored in VarLogMeasConfig. areaConfiguration may include at least one of areaConfigForServing and / or areaConfigForNeighbour configuration information for a serving cell. areaConfigForServing may be set to cellGlobalList, trackingAreaCodeList, or trackingAreaIdentityList. areaConfigForNeighbour may consist of at least one of a DL carrier frequency (ARFNC(absolute radio-frequency channel number)-ValueNR), a frequency band list for the DL carrier frequency, and a cell list (e.g., PCI or cell identity).

[0344] - If plmn-IdentityList is included in the LoggedMeasurementConfiguration message, you can set plmn-IdentityList in VarLogMeasReport to RPLMN and the PLMNs included in plmn-IdentityList. Otherwise, you can set plmn-IdentityList in VarLogMeasReport to RPLMN.

[0345] - You can save absoluteTimeInfo, traceReference, traceRecordingSessionRef, and trace-Id in VarLogMeasReport.

[0346] - The T330 timer can be started by setting the loggingDuration value.

[0347] In step 1o-25, the RRC connection mode terminal (1o-01) may receive an RRC disconnection message (RRCRelease) from the base station (1o-02). In step 1o-25, the terminal may determine whether the received RRC disconnection message includes cellReselectionPriorities. The information included in the cellReselectionPriorities provided in the RRC disconnection message may be determined according to the embodiments described above in this disclosure. If the RRC disconnection message includes cellReselectionPriorities, the terminal may store the cell reselection priority information provided by the cellReselectionPriorities included in the RRC disconnection message. If the RRC disconnection message includes a t320 timer value, the terminal may drive the T320 timer with the t320 timer value. The RRC disconnection message may also include an indicator for whether to apply new relaxed measurements.

[0348] In step 10-30, the terminal may transition to an RRC idle mode or an RRC disabled mode. Whether the terminal transitions to an RRC idle mode or an RRC disabled mode may be determined according to the embodiments described above in the present disclosure.

[0349] A terminal that has transitioned to RRC idle mode or RRC disabled mode in step 10-35 can perform a cell selection process to camp on to a suitable cell. The cell selection process can be performed according to the embodiments described above in this disclosure.

[0350] In step 10-40, the terminal may receive system information including cell reselection information. The cell reselection information included in the system information may be determined according to the embodiments described above in this disclosure. If cellReselectionPriorities are not included in the RRC disconnection message, the RRC idle mode or RRC disabled mode terminal may apply the cell reselection priority information broadcast in the system information (10-40). That is, if cellReselectionPriorities are included in the RRC disconnection message, the terminal may ignore the cell reselection priority information provided in the system information. For reference, when the T320 timer expires, the terminal may clear the cellReselectionPriorities included in the RRC disconnection message and apply the cell reselection priority information broadcast in the system information.

[0351] In step 10-45, the RRC idle mode or RRC disabled mode terminal can determine whether the T330 timer is running.

[0352] In step 10-50, when the T330 timer is running, the RRC idle mode or RRC disabled mode terminal may measure surrounding cells by applying legacy relaxed measurement (e.g., an embodiment described in FIG. 1f of the present disclosure) or by applying legacy relaxed measurement only to the areaConfiguration included in the loggedMeasurementConfiguration (e.g., an embodiment described in FIG. 1f of the present disclosure) and applying new relaxed measurement (e.g., at least one embodiment among FIG. 1h, 1i, 1j, 1k, 1l, or 1m of the present disclosure) to the parts not specified in the areaConfiguration to measure surrounding cells.

[0353] In step 10-50, the T330 timer is running, but if the RRC disconnection message received in step 10-15 or step 10-25 instructs to apply new relaxed measurements, the terminal can measure surrounding cells by applying new relaxed measurements (for example, at least one embodiment among the embodiments described in FIG. 1h, 1i, 1j, 1k, 1l or FIG. 1m of the present disclosure).

[0354] If the T330 timer expires or is not running in step 10-50, the terminal may measure surrounding cells by applying new relaxed measurements (e.g., at least one embodiment among the embodiments described in FIG. 1h, 1i, 1j, 1k, 1l or FIG. 1m of the present disclosure).

[0355] In step 10-50, the terminal camps on to a suitable NR cell, and if the RPLMN is included in the plmn-IdentityList stored in VarLogMeasReport and the cell belongs to the areaConfiguration set in VarLogsMeasConfig, and the T330 timer is running, the terminal can measure the surrounding cell by applying legacy relaxed measurement (e.g., an embodiment described in FIG. 1f of the present disclosure). Otherwise, the terminal can measure the surrounding cell by applying new relaxed measurement (e.g., at least one embodiment among the embodiments described in FIG. 1h, 1i, 1j, 1k, 1l or FIG. 1m of the present disclosure).

[0356] FIG. 1p is a diagram illustrating the operation of a base station according to one embodiment of the present disclosure broadcasting parameters related to a new relaxed measurement in system information.

[0357] Referring to FIG. 1p, a base station can broadcast system information including parameters related to a new relaxed measurement. The base station can broadcast the parameters related to the new relaxed measurement using at least one of the following methods.

[0358] - If the s-SearchThresholdP value is the Srxlev threshold, the base station may signal the s-SearchThresholdP value as equal to or less than s-IntraSearchP and / or equal to or less than s-NonIntraSearchP. However, the s-SearchThresholdP value may be signaled as greater than or equal to 0.

[0359] - If the s-SearchThresholdQ value is a Squal threshold, the base station may signal the SearchThresholdQ value as equal to or less than s-IntraSearchQ and / or equal to or less than s-NonIntraSearchQ. However, the s-SearchThresholdQ value may be signaled as greater than or equal to 0.

[0368] FIG. 1Q is a block diagram illustrating the internal structure of a terminal according to one embodiment of the present disclosure.

[0369] Referring to FIG. 1q, the terminal may include an RF (Radio Frequency) processing unit (1q-10), a baseband processing unit (1q-20), a storage unit (1q-30), and a control unit (1q-40). Of course, the internal structure of the terminal is not limited to the example, and the terminal may include fewer or more configurations than the configuration shown in FIG. 1q.

[0370] The RF processing unit (1q-10) performs functions for transmitting and receiving signals through a wireless channel, such as signal band conversion and amplification. That is, the RF processing unit (1q-10) up-converts the baseband signal provided by the baseband processing unit (1q-20) into an RF band signal and transmits it through an antenna, and down-converts the RF band signal received through the antenna into a baseband signal. For example, the RF processing unit (1q-10) may include a transmission filter, a reception filter, an amplifier, a mixer, an oscillator, a DAC (digital to analog converter), an ADC (analog to digital converter), etc. Although only one antenna is shown in the drawing, the terminal may be equipped with multiple antennas. In addition, the RF processing unit (1q-10) may include multiple RF chains. Furthermore, the RF processing unit (1q-10) may perform beamforming. In addition, the RF processing unit can perform MIMO and can receive multiple layers when performing MIMO operation.

[0371] The baseband processing unit (1q-20) performs a conversion function between a baseband signal and a bit sequence according to the physical layer specifications of the system. For example, when transmitting data, the baseband processing unit (1q-20) generates complex symbols by encoding and modulating the transmitted bit sequence. Additionally, when receiving data, the baseband processing unit (1q-20) restores the received bit sequence by demodulating and decoding the baseband signal provided by the RF processing unit (1q-10). For example, in the case of following the orthogonal frequency division multiplexing (OFDM) method, when transmitting data, the baseband processing unit (1q-20) generates complex symbols by encoding and modulating the transmitted bit sequence, maps the complex symbols to subcarriers, and then constructs OFDM symbols through inverse fast Fourier transform (IFFT) operations and cyclic prefix (CP) insertion. Additionally, upon receiving data, the baseband processing unit (1q-20) divides the baseband signal provided by the RF processing unit (1q-10) into OFDM symbol units, restores the signals mapped to subcarriers through a fast Fourier transform (FFT), and then restores the received bit sequence through demodulation and decoding.

Additionally, the storage unit (1q-30) provides the stored data upon a request from the control unit (1q-40). The storage unit (1q-30) may be composed of a storage medium or a combination of storage media such as ROM, RAM, hard disk, CD-ROM, and DVD. Furthermore, the storage unit (1q-30) may be composed of multiple memories.
