The present design comprises a plurality of LEDs formed on one side of a generally small, disc-shaped cooling pad made of synthetic resin, and The cooling pad is sized to fit in one hand and has five wing cooling cells arranged around a central cooling cell, each cooling cell contains a PCM that undergoes a phase transition between solid and liquid at room temperature, the PCM is transparent when in a liquid state, and is configured so that flexible bridges or cuts are formed between each cooling cell. LEDs are installed corresponding to each cooling cell of the cooling pad, and a connector is provided to supply power to the LEDs. When using, the phase change material is cooled in a temperature environment lower than its melting point and used in a solid state, similar to how a conventional beauty puff is used.
