Abstract
The present invention relates to a computational method and system for calculating a Universal Fire Risk Index (UIFR), intended to objectively, comparably, and scalably assess the risk associated with the occurrence and spread of fires through the structured integration of multiple risk dimensions. The method comprises obtaining heterogeneous data associated with fire risk, including at least climatic, vegetation or fuel, topographic, human or anthropogenic exposure, and governance and response capacity data, obtained from remote or local, satellite or terrestrial, public or private, historical or periodically updated information sources.Based on this data, a plurality of functional sub-indices are calculated independently, data unavailability or degradation is automatically detected, and contingency management mechanisms are applied, ensuring the continuity of the index calculation. The sub-indices are then normalized to a common scale and combined using configurable weights to generate an overall UIFR index value. The system also includes an AI-assisted continuous evaluation and update module, configured to analyze historical and current index results and automatically adjust calculation parameters, normalization, weightings, and contingency mechanisms. The generated UIFR index value is technically usable for applications in land-use planning, monitoring, prevention, emergency management, and decision support at various spatial and temporal scales.
